IN CONFLICT WITH
FEDERAL STATUTE
SAttEM", Or., Feb. 30. The house
has passed the new pntno code, male-
injj a number of changes in tlic hunt
ing sensons of tlio out law. The he
tion of the senate on the enmo code
will depend largely on the attitude of
the officials in the game service and
the sportsmen's organization. Among
the changes tnadu are:
To mtiko the deer season from Au
gust 35 to October 31, instead of from
August 1 to October 31, as at pres
ent, i
To' open the Benson on hen Chinese
pheni-nnts with a limit of two hens
in a bag of five birds. No more Ihnn
four hens can bo killed in any ficven
conseeulivo days.
Clol Quail Season
Quail can bo killed only in Klara
ntli county, wjiero an open season
from October 1 to October 10 ha
been granted.
The season on Chinese pheasants'
remains from October 1 to October
33, as at present in nil the counties
of western Oregon with the exception
of Jackson county, where tiio season
is to bo from October 1 to October
30, and Josephine, Coos and Curry
counties, where there is to be no open
pennou at all.
The oicii season on ducks, geese
and other aquatic birds in Wasco,
SIu.-ltim.li, Gilliam, Morrow, Umatilla
and WJieeler counties will be from
September 15 to April 3, itMcnd of
from September 35 to February lo,
iir at prchcnt. In Harney, Malheur
nnd Lake counties the senson on
theso birds will be from September 1
to December 1 and from March 1 to
April 35.
Similiter for fice
The season on sage hens will bo
from July 15 to August 3,1, instead
of August 1 to August 33. Wasco
and Sherman counties aro to have
open season on prairie chickens from
September If to October 15, nnd
Union county from October 1 jo Oc
tober 10. It will bo. permissible to
H'll geese killed in Wasco, Sherman
Qillium, Harney, Crook, Morrow and
Umatilla counties.
This bill conflicts with federal
laws, which hnvo precedence.
SENATE REFUSES JUD
P RATING of economv. tlio legislature is lmMiiMr its own
brand into effect bvthee rent ion of a number of new
circuit judges at salaries of '1000 a year eaeb.
The first judicial district, now comprising .Jackson and
Josephine counties, is divided and reduced to Jackson
county.
Tlio BPcond judicial district, now comprising Benton,
Coos, Curry, Douglas, Lane and Lincoln, with" throb
judges, located at Marshfiold, Roseburg and Wugone, is
reduced to Douglas county.
The thirteenth district, comprising Klamath and Lake,
is reduced to Klamath county.
The fourteenth district, comprising Lake county, is cre
ated and a new judge appointed.
The fifteenth district is created, comprising Lane, Lin
coln and Benton counties, with two judges, one to be ap
pointed.
The sixteenth district, Coos county, is created.
The seventeenth district is created with dosophinc and
Curry counties, with a new judge to bo appointed.
A seventh department for the fourtlrdistrict, compris
ing Multnomah county, is created with a 'new judge to be
appointed.
The emergency clause is attached to all of these crea
tions .that impose additional burdens upon the taxpayot',
not because any emergency exists, but in order to rob the
people of their right to referend the measures. By this
action alone the legislature 'confesses that its action is
against public interest.
None of the present circuit judges arc overworked.
None of them are far behind iii their docket No complaint
is forthcoming from hem. There is no real need of new
judges, and the legislature knows it.

The population of Lake county is 4Gf8. The popula
tion of Klamath county is 8354. The population of Joseph
ine is 9567 and of Curry 2044. The poinilnthm of Douirlns
is 39,674, of Jackson 25,756, of Coos 17,959, of Lane 33,7811
of Lincoln 55S7, and Benton 10.663.
Similar courts in other states attaint to the litiiration of

of 4658 Is the limit.
There is as much need or excuse for the creation of a
judicial district at Ashland as for many of those created
by the legislature. Why not? Ashland has more popula
tion ana as union litigation.
Regarding the need of a new judge for Multnomah
county, Judge Henry McGinn, now on the Multnomah
bench, criticises both courts and jurymen for the small
amount of work thev do, and savs:
No more circuit Judges nre needed here. To add additional circuit

EXPENSIVE PARASITES
TIIE legislature, at tho behest of the retail merchants of
the state, has passed a law to protect the merchants
from their own folly in resorting to trading stamps, a par
asitical institution that costs the merchants three per cent
ot their gross sales and confers in return no benefit.
The law imposes a 5 per cent tax upon tho gross re
ceipts of trading stamp concerns and all institutions that
give tickets or coupons good for premiums. This makes
the cost prohibitive.
The trading stamp, the travel scrip, the piano contest,
the coupon and other parasites upon business tend to in
crease the cost of living. A merchant cannot give awav
three per cent of his sales and sell at a close margin. Either
he loses himself, or, as is usually the case, the customer,
who thinks he is getting something for nothing, pavs the
increased cost.
The three per cent the merchant dies up is usually
added to the cost to the purchaser, who gets a small portion
of it back in a premium, while most of it goes outside tho
state td swell tlic coffers of the tradincr stamn eonmanv.
1 One per cent of the gross sales invested in intelligent
iivw&jjuiAT iiuvurusiug wm oniur me mercnant greater re
turns, besides helping to sustain local payrolls, than the
three per cent invested in trading stomps that maintains
foreign payrolls.
The theory of the tradincr stamn is that it mvos fbn mnr-
chant an advantage over his local competitor. But when
the competitor also offers the same inducement there is no
advantage both are out tho throe per cent or else tho pur
chasing public is out. All are supporting an expensive,
usemss parasite.

COMMUNICATION.
"WHY HOWL?"
I've howled for four years, nnd I
am woiso off now than I ever mm.
Ko I am going to quit howling and try
barking. A howling dog is the most
shunned thing in exittenco. They
hav ealways been neccpted sign of
homo great calainity and aro claimed
to fotetcll the death of someone. Hut
a bnikhig dog is a sure sign that
there is something stirring, someone
approaching, or somo unseen pres
ence near. Now every howler in this
community linn howled till this town
is almost dead, So if wo want to
kill it, let's just keep on howling nnd
in a few short months our town will
ho buried. Fort who was ever known
lo seek Iho company of a howling
dog?
Wo will get just what the dog al
ways gots, only instead of bootjacks,
old tin cans and slovewood wo will
get great chunks of nothing, just
nothing, jmt liko wo got tho beet
sugar factory, tho sawmill and all the
rel of those things Hint wo howled
away.
So Ict'rf all b;uk seo who can
bark tho longest and loudest. Cuti
osity will bring many to hoc what we
have treed. So "Hark, baik, hark!"
