The Vniteil States has sent a formal note to Gcrmnny which, without tliBCMiftinjr 1hi wovoroignly of Uclgium, expresses n willingness to make such arrange ments as may' bo necessary with the (ionium inilitarv authorities in tie Jnclo control of IJclgiuui, for the continuance of American consular MTviee there. The American note should have been delivered in Herlin by today. Although the firt note from Ger roany did not explicitly raise the is Ftie, officials of thu Washington gov ernment in ranking their reply care fully avoided any expression which could bo construed as n jiolilical rec ognition of Germany's control of Ilcl glum. Tho decision of the United States 1ms been awaited bv Central and South American governments, who instructed their diplomatic represen tatives to discuss it in tho Pan American Union. The nolo from the German foreign office, sent identical ly to all neutral governments, an nounced that certificates of authority of nil neutral counsels "had expired." No icforonco wns made in either tho German note or the American re ily to the status of the diplomatic of ficer. American Minister Brand Whithwk will continue at llnn-scls. where he is in active ohnrvo of l$el gmn iclief vvotk. In it lcplv the United States de clnrcn that it considers a consul not ti political, but "a commercial icpre pentative," who derived permission to do business, 'in cspectivo of his legal right, from tiie authorities in direct control of the district to which he i assigned. In view of tho German militan occupation, the United Sink's further assorts that it "ii not inclined to question at this time thu light ol Gennnny to suspend exe ijunturs." Those license holders have a statewide organ ization, comprising many thousands of members, and have unanimously expressed the desire that the license money be expended under the direction of the state game and fish eonmiission-s-yot the house of representatives voted to dis regard the wishes of these license payors and Saturday voted to divert the money into the general fund, leaving tho commission without funds. There seems to be something about public office that makes the legislator imagine himself superior in judgment to the people who send him there. Time and again we see legislators voting for measures agriinst the expressed wish of constituents and among such actions was the pass? age of the Schuobel bill, diverting the hunters' and anglers' money into the general fund. Tho ordinary citizen is not much interested in polities and then only at election time, lie is, however, keenly interested every day of the year in hunting and angling and things pertaining thereto. Tvj-thirds of the male electors of Oregon are hunters or anglers and will keenly resent any attempt by legislators o cripple this resource. This fact was shown when, without statewide organiza tion, the initiative bill closing the Rogue river to commer cial fishing was passed by a majority ot lb.000 at the gen eral election in 1910. AVith tho statewide organization now in existence, the majority for any measure that con cerns the existence of the fish and anglers' recreation will receive an overwhelming vote. The anglers and hunters ask only what is just. They pay tho license for a Stated purpose and they want the money used for that purpose. In his inaugural address Governor lthycombe says: Tor the department of fish ntul game 1 bespeak your friendly considera tion, ino commercial iisnenes proviuo our mini greatest industry, and everything that can bo done, on n business basts, toward the natural and nrtlfictnl propagation or llsli and their protection ii entitled to support. From the standpoint ot recreation the resources of the stato in fish and game are of great consequence, and should continue to be, as they are today, one. of Oregon's strongest attractions to tho visitor as well as a healthful boon to the resident. In the conduct ot this department ecouomy and buslness-llko procedure are essential, not only on behalf ot the taxpayer, but In Justice to the work Itself, whoso continuance upon a Worthy scale can only thus be assured. Whatovor method may be followed In handling tho revenue derived from fish and game licenses, it Is my opinion that Justice to the sportsmen of the state, who exclusively provide this money, demands that It should bo ex pended for fish and game propagation and protection. Centralization of miministrntinn am! resnonslbllitv in this department, as In others, is highly desirable. It is true that Governor T- .. the contrary view, in tins no reverses nis iormer posuioii, as ho was formerly a strong advocate of the fish and game commission and aided its creation. Jlis efforts to person ally manipulate the commission thoroughly disorganized its work and impeded its' usefulness and was one of the biggest mistakes of his regime. It is not the personnel of tho commission that the sportsmen of the state are fighting foi it is the principle of having money paid for game and fish protection ami propogation used for tiny other purposes. They want it used for the purposes for which it was paid, and this can best be done by a non-partisan commission organized for the purpose. They do not want the fish and game work made political spoils. 1 .egislators who seek the destruction of the state game fish commission are working against the wishes of a and majority of their constituents. Lawrence llllf Tho question as to the advantages or disadvantage attending and ac cruing fioin the division of the Chris, tlan Church Into sects and denomina tions has been fieoly and abundant ly discussed and orten b thoo who could see hut one side to the nucs Hon. Hut the facts wo have to face as we contemplate the hlstoij of do nomlnntloanllsm do not piccn to our vhw a very, pleasing spectacle. It has been a stumbling blot), both to tho believing and unbelieving world. It has been the ouo fruitful xouicc of persecution, tho hotbed of big otry, tho greatest obstacle to prog - ress. that has ever fallen In the path of the religion of Chi 1st, He bus been, and Is. wounded In the houso ot His friends. It Is todav a icpioach to Christianity, a souice of envy and Jealousy and bitterness and misun derstanding among Ills followers, and too often a cnuse of weakness, divis ion and defeat Instead ot a source of strength nnd a bond of union. Thcro are, at least, two great evils to which denomlnntlonallsm Is apt to lead. They both grow out of a tendency to cherish denominational interests at the expense ot other In terests of far greater Importance. Tho preservation or promotion of a sect ts not tho highest Ideal or Chris tian service, and et sometimes it be comes tho ruling passion with those who are supposed to be responsible for Its welfare. The desire to get members Into our chinch In order to seo it grow lends to serious abuses. Tho building of prejudicial barriers against other Christian bodies Is fraught with ovil consequences on lyjth sides of those barriers to those Inside as well as those on the out side.
