purpose. Those license holders have a statewide organ
ization, comprising many thousands of members, and have
unanimously expressed the desire that the license money
be expended under the direction of the state game and fish
eonmiission-s-yot the house of representatives voted to dis
regard the wishes of these license payors and Saturday
voted to divert the money into the general fund, leaving
tho commission without funds.
There seems to be something about public office that
makes the legislator imagine himself superior in judgment
to the people who send him there. Time and again we see
legislators voting for measures agriinst the expressed wish
of constituents and among such actions was the pass?
age of the Schuobel bill, diverting the hunters' and
anglers' money into the general fund.
Tho ordinary citizen is not much interested in polities
and then only at election time, lie is, however, keenly
interested every day of the year in hunting and angling
and things pertaining thereto. Tvj-thirds of the male
electors of Oregon are hunters or anglers and will keenly
resent any attempt by legislators o cripple this resource.
This fact was shown when, without statewide organiza
tion, the initiative bill closing the Rogue river to commer
cial fishing was passed by a majority ot lb.000 at the gen
eral election in 1910. AVith tho statewide organization
now in existence, the majority for any measure that con
cerns the existence of the fish and anglers' recreation will
receive an overwhelming vote.
The anglers and hunters ask only what is just. They
pay tho license for a Stated purpose and they want the
money used for that purpose. In his inaugural address
Governor lthycombe says:
Tor the department of fish ntul game 1 bespeak your friendly considera
tion, ino commercial iisnenes proviuo our mini greatest industry, and
everything that can bo done, on n business basts, toward the natural and
nrtlfictnl propagation or llsli and their protection ii entitled to support.
From the standpoint ot recreation the resources of the stato in fish and
game are of great consequence, and should continue to be, as they are today,
one. of Oregon's strongest attractions to tho visitor as well as a healthful
boon to the resident.
In the conduct ot this department ecouomy and buslness-llko procedure
are essential, not only on behalf ot the taxpayer, but In Justice to the work
Itself, whoso continuance upon a Worthy scale can only thus be assured.
Whatovor method may be followed In handling tho revenue derived from
fish and game licenses, it Is my opinion that Justice to the sportsmen of the
state, who exclusively provide this money, demands that It should bo ex
pended for fish and game propagation and protection. Centralization of
miministrntinn am! resnonslbllitv in this department, as In others, is
highly desirable.
It is true that Governor

as ho was formerly a strong advocate of the fish and game
commission and aided its creation. Jlis efforts to person
ally manipulate the commission thoroughly disorganized
its work and impeded its' usefulness and was one of the
biggest mistakes of his regime.
It is not the personnel of tho commission that the
sportsmen of the state are fighting foi it is the principle
of having money paid for game and fish protection ami
propogation used for tiny other purposes. They want
it used for the purposes for which it was paid, and this
can best be done by a non-partisan commission organized
for the purpose. They do not want the fish and game
work made political spoils.
