LONDON, March 1C The Oxford rrow won tho annual boatraco with Cambridge tbday by tho narrow mar gin ot three-quarters of a boat's length. It was one of the most spec tacular races in history, with the re salt in doubt up to tho last hundred yards. Tho weather was ideal with but little wind. Cambridge wou the toss and choso the Surrey side ot tho Thames. Tho crews got away at exactly 4:38 o'clock, with Cambridge leading Bllghtly at the outset At Cravens top, the first mile mark. Cambridge was leading by three quarters ot a length. At Dalnbridgc, the end ot the fourth mile, Cambridgo still lead by a boat's longtb and a quarter. The Oxford crew, however, spurted during the last quarter of a mile, finally passing Cambridge and win ning by tbreo quarters ot a boat's length. M'COMBS REFUSES IfflMDC POST ii WASHINGTON, March 13. W. F. McCombs, chairman of the national Democratic committee, told President Wilson today that ho did not want any diplomatic post. However, on the persuasion of the president, Mc Combs withheld any positive public declination. Later It was learned that Presi dent Wilson urged McCombs to ac cept the ambassadorship to France and that McCombs took the offer un der advisement until the special ses sion of congress. McCombs told newspaper; men that if he went to France it would be un willingly and that personally ho pre ferred to remain in business la Now York. PAVING BIDS DELAYED BY COUNCIL UNTIL TUESDAY Tho city council held a special session Wednesday evening at five o'clock, and opened bids for tho pav ing ot West Eleventh and Cottage streets. It was the opinion of some ot tho council that to open tho bids for tho improvement at five o'clock, and accept thom at 5:15 was a little too fast work, so tho matter was re ferred to the street committoo with instructions to report at the next regular meeting. At this meeting blls for tho paving of Bear creek bridge will likely bo submitted, mak ing It posslblo for the beginning of tho work on tho structure by tho first of tho month, but no sooner because of tho legal red tape involved. Washington lias also enacted a similar statute. Cali fornia lias one pending before the legislature. All provide for a commission which shall fix tho minimum wage rate . .. I. nt whieh women may be employed in the state. The probe now being eonduoted of wages paid by Illi nois mail order houses and department stores, the proven connection between starvation wages and white slavery, will undoubted cause the passage of minimum wage laws in tho more conservative eastern states. The agitation will probably result in tho passage of a national minimum wage law, whieh will be less objcotional to employers than state laws, because it places them all upon an equal basis. Wages paid women is a proper legislative subject. We have long been legislating for an eight-hour day for men. Wo have legislated and appropriated for all kinds of property ana all kinds of animals. It is high tme to legis late more for humanity. Minimum wage laws will accomplish but little but tho mere fact of their enactment shows that society is aroused to existing conditions, knows that something must be done, and is trying to do something to remedy them--and for yeare society has been blind. Everybody has known since their creation that mail order and department stores paid girls starvation wages and made recruits for the red light districts yet nohotury cared. Labor like other commodities, is based upon the law of supply and demand. Girls get small wages because there are more girls than positions. There is no reason why girls should not be paid a minimum sufficient to live lcspectabh upon. There will probably bo an increase dcmandcd'hi the efficiency of the average employe those who are not worth the minimum wage, that is, do not measure up to the standard of the girls now receiving this wage, will be culled out. The employer who is forced to pay $10 or $12 a week, where he now pays .fa or .fti, is going to try to got his money's worth. The girls that hold their position will be the ones already receiving the proposed minimum that is if the supply of the efficient girls holds out. In the theory at least, it would seem that one of tho effects of the minimum wage will bo the segregation of a class of girls unable to secure employment because too inefficient to be worth the minimum wage. This would force them, in order to exist, directly into the life un desirable, the law is aimed to rescue them from. No amount of law making will increase efficiency in the individual. This can only be done gradually by improved environment, education aiid eugenics improving the next generation. But it is the present generation we arc con cerned about and through it, the future. No one knows what the result of the minimum wage law will be, whether it will improve conditions or create new evils worse than the old. But it is an effort in the right direction, it is a sign of a growing altruism in the state and nation and its defects will be remedied by still more advanced efforts. Ilumanity only improves by experience and experi ments. It disregards the philosophies of the sages and step by step painfully works out its own salvation. And the agitation and experimentation are essential hence wo should encourage all altruistic legislation which has for its object improving humanity, en unenlightened wontl.
