This did not in crease the rates on lltese commodities nt interior points, but in most cases lowered them. But rates on such articles as do not move by sea, such as buggies, agricultural implements, furniture, tin cans' etc., that under tho former tnriff were lower to terminal than to interior points, were not defensible ns Ren forced rates. A large number of carload and los than carload commodities were elimi nated because of their no-use. hence such action did not incretiae the rato or charge.
