oyer burdened commodity tariffs, all
commodities that move to a very
limited extent in less tlinu carload

In the former westbound tariff
there were n large number commod
ity rates on tion-sda-going articles
that weru lower to Pacific Coast ter
minal than to intermediate or in
terior points. Theso were readjusted
by Advancing the terminal rates to a
figure that, was reasonable for the
service jerformed. This did not in
crease the rates on lltese commodities
nt interior points, but in most cases
lowered them.
Itntes that aro lower to, terminal
points than to interior points have
been forced by son coniHtitiott. But
rates on such articles as do not move
by sea, such as buggies, agricultural
implements, furniture, tin cans' etc.,
that under tho former tnriff were
lower to terminal than to interior
points, were not defensible ns Ren
forced rates. Hence, the curriers
were confpellcd to make rates on
these commodities that would bo no
lower to terminal points thu to in
terior points.
A large number of carload and los
than carload commodities were elimi
nated because of their no-use. hence
such action did not incretiae the rato
or charge. Some few commodity
rates wero Advanced because the
general readjustment of rates in the
intermountaiu and western territory
made it necessary.

carloads thut have been eliminated
in both cast and 'ct bound tariffs
have been relegated to thu classifi
