Aitchison, chairman of the Oregon railroad com mission, the purpose of the conference was "to work out a plan between the railroad and public service commissions of the two states and the representa tive of 'the interstate commerce commission in adjusting rates so that no conflict would result either as to jurisdic tion or as to rates which might be fixed by the state or fed eral authorities and yet conserve the manufact uring and shipping interests qf the state and at the same time give the consumer the greatest possible protection and liberal treatment. ' ' A list of names is inserted of those in attendance, among which are not found any that could be construed to represent either the railroads or the ship pers or that undefined individuality, the consumer. What is the procedure to get before the interstate com merce commission? A complaint shall be brought by "any person, etc.," after which the commission shall "investigate the matters compiainea or. No state shall, without the consent of con gress, enter into any agreement or compact with another state." What does the Oregon constitution say as regards sup porting the constitution? "Every person elected or appointed under this consti tution shall, before entering on the duties thereof, take an oath or affirmation to support the constitution of the Unit ed States of this state." 'lhe Oregon commission law says "each of the said commissioners shall also, before entering upon the duties of ins oince, execute a oona, payable to the state of Oregon, in the penal sum of $10,000 for the faithful dis charge of his duties and office." If the news articles published by the Oregonian are true, the railroad commission has not faithfully discharged its duties of office. Furthermore this commission has en tered into a compact or agreement with another state upon a matter of vital interest to the commonwealth of this state and has submitted its proposition to the interstate com merce commission and invited that body to join in the agreement contrary to the constitution and with no war? rant in law. The article in the Oregonian says, "The interstate com merce commission will take the matter fully under advise ment and will probably confer with the three commissions as to the relation of the proportional tariff" whereby ter ritory is to be parcelled out between Pacific coast jobbers and jobbers at the Misouri river upon a plan worked out in a secret conference, with no complaint before them as provided by law which also provides that all meetings sh'all be open to the public' and a public record made of same." The state of Oregon has a commission in a state of an archy against hed laws and making agreements and com pacts with other states in violation of the federal constitu tion. Will the people of Oregon tolerate the setting aside of tho Jaws of the state in this manner?
