GOOD REASONS
For Demanding the Original Remedy,
Newbro's Herplclde.
If you knew it, you would not will
ingly accept counterfeit inonoy: In
stead, you would prohahly raise a
disturbance and seek some means of
redress.
Whv then accept a preparation
said to be "just as good as Newbro's
Herpicido?" You know it is a coun
terfeit' an imitation of the real
thing. You want tho original dand
ruff germ destroyer, Herpicide, and
you can get it, too, if you insist.
Redress is always possible in such
an instance Tho most effective
method is to trade whore- you get
what you ask for and no suggestions
offered.
With tho death of the dandruff
gortn tho hair stops falling and is
porraittcd to resumo its natural
growth and beauty. Such results
follow tho uso of Newbro's Herpi
cido. It stops itching of tho scalp
almost instantly.
A countorfeit nrliclo is never "just
as good." Herpicido is sold and
guaranteed by nil druggists.
Applications may bo obtained at
nil good baiber shops mid hair dress
ers. Send 10c in postage for sample

ice Commission, of tho state of Washington, and tho rail
road commission of Oregon, continuing "all day and late
in tho night" in secret session where matters of public con
cern were secretly discussed and plans formulated nudj rebel
ugi'i'i'iiii'iit uiuuruu miu.
According to tho Orogonian, quoting Clyde
13. Aitchison, chairman of the Oregon railroad com
mission, the purpose of the conference was "to
work out a plan between the railroad and public
service commissions of the two states and the representa
tive of 'the interstate commerce commission in adjusting
rates so that no conflict would result either as to jurisdic
tion or as to rates which might be fixed by the state or fed
eral authorities and yet conserve the manufact
uring and shipping interests qf the state and at the same
time give the consumer the greatest possible protection
and liberal treatment. ' ' A list of names is inserted of those
in attendance, among which are not found any that could
be construed to represent either the railroads or the ship
pers or that undefined individuality, the consumer. "
Under a Salem date line of September Sth, the Orogon
ian says: "With the purpose in view of allowing the Pa
cific coast manufacturers to compete with the manufac
turers in what is known as the Missouri district for the
trade in the intermountain country, as well to place the en-
.!. - T"k ! It I ... " ... .
lire .racinc norenwese on an equality as tar as distance
tariffs are concerned, the interstate commerce commission
has been submitted a proposition by the joint commissions
of Washington and Oregon with that end in view. It is the
plan of the two commissions to iron out, or smooth awa',
iuc Ajjuiiuminus in tut; uuij.15 lur it uiauimiu ot ow limes.
This would stretch into the intermountain country at least
as far as Boise and give the manufacturers on the Pacific-
coast an even break with manufacturers of the east."
Can it be true that rate regulation has resolved itself
into secret conferences whereby whole schedules are to be
changed and the public who pay the bills and the carriers
wno collect them are not to know what this proposition is
untu it is lastenea upon them Dy these political builders
who work in secret? It seems incredible, astonishing !
What does the Oregon commission law say about "in
vestigations ana hearings t"
"All hearings shall be open to the public. ,T
What does this law say about the manner of brincinir

investigations t
That they shall be "upon, complaint of any person, or
upon motion of the commission."
What is tjie procedure after complaint or motion is
made?
"Before proceeding to make investiagtion the commis
sion shall give the railroads and the complainant ten days
notice of the time and place where and when such matters
will be considered and determined, and said parties shall
be entitled io be-heard t. . any person may appear be
fore the commission and be heard."
What does the law sar about keeping a record of these
proceedings ?
' 'A full and complete record shall be kept of all proceed
ings and all testinKnry shall be taken down by a
stenopgrapher," as a public record.
What is the procedure to get before the interstate com
merce commission?
A complaint shall be brought by "any person, etc.,"
after which the commission shall "investigate the matters
compiainea or. '
How does the interstate commerce commission arrive at
a reasonable rate?

What does the constitution of the United States say of
iiiu powers or states t
"No state shall enter into any treaty, alliance or confed
eration. No state shall, without the consent of con
gress, enter into any agreement or compact with another
state."
What does the Oregon constitution say as regards sup
porting the constitution?
"Every person elected or appointed under this consti
tution shall, before entering on the duties thereof, take an
oath or affirmation to support the constitution of the Unit
ed States of this state."
'lhe Oregon commission law says "each of the said
commissioners shall also, before entering upon the duties of
ins oince, execute a oona, payable to the state of Oregon,
in the penal sum of $10,000 for the faithful dis
charge of his duties and office."
If the news articles published by the Oregonian are
true, the railroad commission has not faithfully discharged
its duties of office. Furthermore this commission has en
tered into a compact or agreement with another state upon
a matter of vital interest to the commonwealth of this state
and has submitted its proposition to the interstate com
merce commission and invited that body to join in the
agreement contrary to the constitution and with no war?
rant in law.
The article in the Oregonian says, "The interstate com
merce commission will take the matter fully under advise
ment and will probably confer with the three commissions
as to the relation of the proportional tariff" whereby ter
ritory is to be parcelled out between Pacific coast jobbers
and jobbers at the Misouri river upon a plan worked out
in a secret conference, with no complaint before them as
provided by law which also provides that all meetings sh'all
be open to the public' and a public record made of same."
The state of Oregon has a commission in a state of an
archy against hed laws and making agreements and com
pacts with other states in violation of the federal constitu
tion. Will the people of Oregon tolerate the setting aside of
tho Jaws of the state in this manner?
