Makes Stronq Speech That Carries Measure Says Oregon Is Behind Other States In Getting Desirable Population. I ' SALEM, Feb. in. When tlio Ab bott bill to create the office ot a state Immigration department was up for third reading Huntington made a hard fight against It, and there was some danger of Its defeat. Westerlund, of Jackson, jumped to his feet and made a powerful plea for tho bill. He said Oregon was 30 years be hind some other states, and that tho great need of the state was to se cure more agricultural laborers and families who would mnke homes on the sinnll tracts and develop the diary and fruit Industries. Wo needed more Germans, Scandinavians and the thrifty and Industrious laboring people of Northern Europe, The house then passed the bill for an act creating the office of state Immigration agent and prescribing his duties, and authorizing such agent to co-operate with and dele gate to tho Oregon Development League and the Department ot Com merce of tho Agricultural College of tho statu of Oregon, Immigration ad vertising and statistical work, re spectively; nnd making appropria tion for the carrying on of such work of $25,000. It contains tho following sectiens: That for the purpose of securing desirable immigration to the state of Oregon, and for the purpose of pre paring and distributing at Immigra tion stations and elsowhere In' tho United States statistical information and literature setting forth tho re sources, Industries, products nnd physical characteristics of tho state of Oregon by published bulletins, reports and other documents, and for the purpose of classifying and hav ing of record reliable statistical and other Information of such resources nnd Industries of the state, the offico of state Immigration agent Is hereby created. There shall be appointed by the governor within .TO days after the taking effect of this act, some person to the, office of state immigration ngont who shall hold said office for the term of four years, unless soon er removed by tho governor for cause, and who shall servo without compensation. There shall be and Is hereby ap propriated out of any moneys In the state treasury not otherwise appro priated tho sum of $20,000 for the necessnry expenses of carrying on tho Immigration advertising work, and ho further sum of $r.000 for statistical research nnd collection for the period from January 1, 1911, to January 1, 1013. Upon requisition being made by tho state Immigra tion agent the secretary of state sliall draw quarterly warrants upon the state treasurer In favor of tho re spective league or department nec essarily expending funds for tho work done by It. Tho stnto immigration agent shall not be accountable for any monoy for which he may Issue requisition regularly under this act, and turn over to said Oregon De velopment League or said Depart ment of Commerce, but he shall take receipt for and require vouchers to be furnished him covering expendi tures under tho distribution of said funds. It was Senator Albee who first montloned the necessity of a new capltol ns a matter coming up "soon er or Inter," using this as an nrgu .lient against making tho new build ing an addition to the present state house. Calkins spoke on tho same line, and Joseph spoke against put ting a new building where It would be exposed to danger of fire In tho old building or rendered useless In a few years by tho razing of the building now occupied.
