The crew Is stand lug by tho vessel. Senator McColloch Introduces New Bill Recommended by Governor West Makes Most Sentences Mandatory. SALEM, Or., Jan. 28. Following the recommendation in Govornor West's messngo, Senator McCulloch has introduced a bllll establishing a parole board and making Indotor- minate sentences mandatory in all caes except those of life imprison ment or death. Tor instance, where the law says the penalty shall not be loss than one or more than ten years, the new law would require the sen tence to be indotermlnate, running from one to ten years. At the expiration of the minimum term, the bill provides, the case may be considered by tho parole board. This board is to consist of the war don of the penitentiary and two oth ers to be appointed by the governor, the board to serve without salary.
