verally ot Oregon appropriation bill,
which Is now before Ihe stale legisla
ture at Salem, and petitioned the
members from Jackson county to
use their influence towards its adop
tion, without amendment. The oc
casion of the rosolutlon was the at
tack upon tho proposed appropria
tion by a cortaln mossharlc institu
tion of tho state.
Tho 'resolution reads:

entering an era of rapid develop
ment, wo believe the educational In

and recall are raising a Japanese war
scare for the purpose of defeating
reform legislation, according to Sen
ator Charles W. Uoll of Pasadena,
chairman of the republican caucus.
"The initiative, referendum and

today. "The intentions of tho men
who support Governor Johnson and
bis progressive policies is to give
to the people the right to say what
laws shall govern them. If the peo

Senator McColloch Introduces New
Bill Recommended by Governor
West Makes Most Sentences
Mandatory.
SALEM, Or., Jan. 28. Following
the recommendation in Govornor
West's messngo, Senator McCulloch
has introduced a bllll establishing
a parole board and making Indotor-
minate sentences mandatory in all
caes except those of life imprison
ment or death. Tor instance, where
the law says the penalty shall not be
loss than one or more than ten years,
the new law would require the sen
tence to be indotermlnate, running
from one to ten years.
At the expiration of the minimum
term, the bill provides, the case may
be considered by tho parole board.
This board is to consist of the war
don of the penitentiary and two oth
ers to be appointed by the governor,
the board to serve without salary.
