Tho loglalaturo passes on an avorago of GOO laws in 40 days, or at tho rato of SO a day. The votors havo n chanco to put In their leisure tlmo for 120 days on tho 1910 batch or about four days to a law. And up to dato the Oregoilans havo legislated very intelligently. Really their problems thts fall aro not as complex as tho reactionary press -would havo ono think. Many of the bills aro referendums on such things as tho establishment of nor- nal schools at certain points, merger of counties, creation of new coun ties, fishery rights in rivers, and salaries of public officers which may bo regarded as formal matters such as new and growing states al ways have to settle. The voters who favor ono will in tho main make up their minds favorably to tho others by tho same process of thinking. On the other hand, and standing against all these, is tho bill of tho standpatters of both political parties the progressive measures for the same reason that tho end of the magnetic needle which does not point to the north points south.
