Anyhow, thoy feel like making

aro not as complex as tho reactionary

the bills aro referendums on such
things as tho establishment of nor-
nal schools at certain points, merger
of counties, creation of new coun
ties, fishery rights in rivers, and
salaries of public officers which
may bo regarded as formal matters
such as new and growing states al
ways have to settle. There aro thlr-
