Smith of Portland tins plac ed on filo in thu statu engineering office hero maps covering an exten sion of tho Umatilla reclamation project initiated last year by tho United States government. Dr. Smith states in his communication that if the United States government can be prevailed upon to relinquish its interests a private company, of which Mr. Smith is thu head, will carry out thu project. This action on the part of Dr. Sjnitli is construed by State En gineer John I. Lewis an an indica tion that the United States govern ment is about to abandon thu only project in Oregon which is in a po sition to bo benefited by tho $20,- 000,000 reclamation bonding act pasced by congress last winter and which was allowed to bo enacted without protest from Congressman W. R. Ellis, whose district was so vitally interested in tho bill. Oregon Loses Opportunity. Though Oregon ban contributed more to the reclamation fund than any other stato in tho Union, save IKiflsibly one, she now has lost hor last and only opportunity to benefit one iota from that fund. Only recently work wns ordorod stopped on the project at Klamaih Kails and rcclanmtiou work in this stato is practically at a standstill, with no indications of any immedi ate improvement in conditions, duo entirely to a lack of vigilauco on tho purl of Oregon's representation in the lower house of congress, who al lowed Oregon's millions to slip through their hands to be expended for betterments and improvements in tho rcelnamtion of arid lauds in Ne vada and other stnlos. Abandoned liy Government. Tho maps filed by Dr. Smith are identical with those prepared by the government for tho Umatilla exten sion, They cover a project embracing 00,000 acres. According to Dr. Smith's letter to the stato engineer, he has been in communication with the interior department and has re ceived asHuraiico that the govern ment docs not intend to proceed with this project. Tho act nnssod liv conuress allows only those projects to benefit from the bonding enactment that had been already initiated and wore under way. This was tho only such pro ject iu Oregon. It moans a com plete loss to this stato of any bene fits from tho reclamation fund so liberally contributed to by Oregon from tho sale of her public lauds. IRRIGATION THE ROGUE RIVER VALLEY CANAL COMPANY, a Corporation duly incorporated under the laws of the State of Oregon, has completed surveys and plans for the enlargement' and extension of the FISH LAKE WATER COMPANY'S canals which it has acquired. The project, when completed, will serve all that part of the valley lying between the foothills on both sides of Bear creek, from Talent on the south, to Rogue river on the north a total area of approximately 55,000 acres. It is the Company's intention to diligently prosecute the work of construction already commenced, to be in a position to meet all demands made for irrigation service at as early a date as possible. Lands lying under the Hopkins Canal can be supplied with water for the season of 1911, and the Company is now prepared to execute contracts for perpetual water rights on any part of this area. That construction may not be delayed on Canal lines yet to be built, the Company desires an expression from the land owners of the valley as to their needs for water, and to this end will appreciate amplications being made so that requirements for construction may be anticipated. The cost of perpetual water right will be $50.00 per acre, payable one-fifth (1-5) in cash, the balance in four (4) equal annual installments, bearing six per cent (6 per cent) interest. The annual maintenance charge for water delivery will be $2.50 per acre, per annum, payable at tho Company's office on or before January 1st of the year in which serv ice is required.
