M. Post Delinquent Taxes COUNCIL HOLDS SPECIAL MEETING City Attorney A. J. Derby came up from Hood River yeaterday and met with the city council at a special meet ing called at the Mosier Valley Bank by Mayor E. A. Race for the purpose of determining the legality o f chang ing the boundary lines of the City of Mosier. A ll the councilmen were present. Mr. Derby stated that there was no general law regarding the exclusion o f territory but that there is a general law regarding the inclusion o f terri tory by a municipality. He stated that such action had been taken before but not in this state under the Oregon system where the legislature haa no voice in the matter. This reserves to the cities to determine what they shall or shall not do in auch cases. He citied the case of Cook vs. the City of Portland regarding the inclusion of St. Johns. It is the desire of the council o f the City of Mosier to ascertain the manner o f procedure and legality o f disposing of territory relative to changing the southern boundary line. The objects ■ re several, among them being to elim inate a part of the county road, get rid of Indian lands, and relieving the city from the two bridges over Mosier and Rock creeks. The city feels they will be unable to bear the burden o f the new bridge which will soon be neces sary ; that it would make the taxes e x orbitant. It ia their contention that the county should take these over. A t the next meeting of the council a vote w ill be taken regarding the call ing o f a special election to allow the people of the city to vote on the pro position to amend the city charter. I f thia election carries, anothei elec tion will then bs called to vote upon the changing o f the boundary lines. The first «lection is necessary to givs the mayor the right to call a special election to change the boundary lines. I M I I I I I I I Payment may be made at this bank at any time. MOSIER VALLEY BANK M o sier H -I I-H -H - I-1-1-4 “ Forbidd n fru it” is coming into a new meaning. It applies to all fruit, canned, bottled sr preserved, from this or other neutral countries having an ordinary market in Great Britain, with the unimportant axcept'on o f currants. A copy o f the new British regulation* submitted to Senator Chamberlain by the state department shows that fruits shipped or paid for by March 13 will he admitted, and' it is stated that after October 31 the restrictions will he l if t ed enough under special lirenas to ad- mit not more than half the quantities imported laat year. Because o f the effect upon Oregon fruit, the Portland Chambder of Com merce has added its voice to the pro test, but these protest* are likely to be unavailing, the right to prohibit impor tations being unquestioned. The B rit ish authorities have adopted the forbid den fruit retaliations aa part of the war economy policy against spending money for foreign “ luxuries.” . The embargo, while it will indirectly affect all districts, will have a direct effect on ahipmenla of Newtowns from Hood Rivar and Hogue River eommuni- tie*, and will naceaaitate the sale of large quantities o f these apples in do metic markets.
