Thaw, cut short in his flight from the state , hospital for the criminal insane at Matteawan, N. Y., by arrest at the village of St. Hermenegilde de Gar- ford, just over the international line from New Hampshire, prepared in his cell in the county jail here to fight against being sent back to the United States. Thaw faces deportation on the ground that he is an undesirable alien, and extradition on a warrant charging him with bribery. The war rant, already issued in New York state for his arrest on a charge of con spiracy, will not suffice to extradite him, in the opinion of local authori ties. White, state senator, of Bellingham, was ap pointed by President Wilson to suc ceed Ellis Debruler as commissioner of immigration for the Port of Seattle. Debruler ia a former city attorney of Seattle and political manager for Rep resentative Humphrey. The appoint ment is believed to mark the first vic tory for the Democratic state organiz ation, or the so-called Todd-Heifner combination in the handling of patron age for the state. Senator White is opposed by Japanese associations. Nine Miners Meet Death. Clifton, Ariz. — Nine men were killed and one probably fatally injured late Saturday when a cable pin snap ped at the Coronado mine and two ore cars, carrying 12 tons of ore and 13 miners, dashed down a 38 degree grade for a distance of 8300 feet. The en gineer tending the cable had just low ered the cars and their passengers over the brink of the grade. Three Amer icans, named Liddell, Scott and Amb ler, promptly rolled off, but nine of those who remained on the cars were killed and the other seriously injured. Shushanna Gold Rush Unabated. Feeling in Washington Optimistic —Constitutionalists May Ac cept Plan Offered by Ling. Washington, D. C.—The Huerta gov ernment, through conferences between John Lind, President Wilson's per sonal representative, and Foreign Min ister Gamboa, now knows the view point of the United States and its de sire for only a peaceful and friendly solution of Mexico’s troubles. The formal communication Mr. Lind bears, however, will be transmitted to the Mexican government by diplomatic representatives of foreign powers in Washington. WhHt the result of publishing these views will be, officials here do not venture to predict. They have no assurances that the Huerta govern ment will accept them, but they be lieve the spirit thus far shown by the Huerta officials justifies a hopeful feeling for the success of Mr. Lind’s mission. Observers of the situation generally look for a pronouncement of some kind from Huerta immediately following the presentation of President Wilson’s message through Mr. Lind. It is ex pected in diplomatic circles that Pres ident Huerta will announce a call for an early election, even setting the date. Constitutionalists hitherto have as serted they would not engage in any election in which the Huerta govern ment is in control over the election machinery. The possibility of an agreement, however, for a non-parti san commission of Mexicans to con duct the election is being discussed and should the situation actually pro gress to that point, it may be that in formal efforts will be made by Mr. Lind to secure the participation by the constitutionnlist leaders in such a plan. There is no intention, at present, of lifting the embargo on arms; in fact the President is said to have taken a strong position against it. There is a confident and conspicuous feeling of optimism among adminis tration officials that a peaceful settle ment is in sight, though they admit the delicacy of the situation forbids any detailed discussion at this time of the circumstances on which their hopes are based. Washington, D. C. — Postmaster General Burleson inaugurated the new regulations changing the parcel post rates and weight limit by mailing President Wilson a box of fine Georgia peaches. The box, which weighed 17 pounds, with a postage charge of 13 cents, was delivered at the White House early in the day. The New regulation, which became effective Aug. 16, raises the maxi mum weight of parcel post packages from 11 to 20 pounds and makes cer tain changes in the rates. The local delivery rate of postage was reduced from 5 cents for the first pound and 1 cent for each additional pound or frac tion thereof, to 6 cents for the first pound and 1 cent for each additional two pounds or fraction thereof. St. Louis Riots Incessant. St. Louis—The third day of the lo cal garment makers’ strike was char acterized by incessant rioting in which guns, spears, bricks, stilettos, lead pipe billies and pieces of sewing ma chines were used as weapons. Before dark more than a score of arrests had been made. Striking men and girls, strikebreakers, coat manufacturers and private detectives were included in those taken into custody by the police. Only minor charges, such as peace dis turbance and mutilation of property were placed against those arrested. Giant Cougar is Abroad. Centralis, Wash.—The residents of Hannaford Valley, located a few miles north of Centralis, are being terror ized by a monster cougar. The beast made its first appearance two weeks ago when it attacked a Mendota phy- sican who was riding through the val ley. The cougar waa repulsed by the horse after the rider had been thrown, but since that time it has reappeared in various parts of the valley. Child ren are kept indoors and the farmers of the valley are going around armed. Numerous hunting parties are out. Forest Fire Losses Kept Down. Washington, D. C.—Reports to the Forest service from all of the National foreata in the West indicate that fa vorable weather and active patrolling were keeping fire losses down to a minimum.
