How to get to sleep, when every de vice (ails and one feels desperate, is a matter worth solving, especially If there be simple methods that can be tried. A well-known lecturer on hygiene, whom a very sleepless woman con sulted on the subject of bad nights, save her valuable advice, the efficacy of which she has proved. "Stretch out your limbs to the full length, with the arms rather close to the sides of the body, and straight down," said he, “or If that Is not com fortable. In any downward fashion.” "Sometimes you may find It for the moment restful to clasp the arms above the head, but on no account give way to the habit of doing so, for this position drives away the blood from the heart and sends it to the head, causing uneasy dreams, and therefore restlessness, and may even prevent sleep altogether. “ Gently close your mouth and breathe through your nose. This is highly Important. Then let all the muscles of the face and neck be re laxed, and all muscles of the body, too.” Women of mature age should be as careful as girls to see that they sleep with the mouth shut, for this habit combats a tendency, growing with the years, to drop or protrude the jaw as the face Is settling to'sleep. A closed mouth and relaxed muscles help to keep you young looking. Above all, sleep on your right side. Wonderful for Inducing sleep Is a cup of hot milk sipped slowly In bed the very last thing. DRAWS LINE AT INKY STAMPS Uncle Sam Ready to Redeem Them, But They Can Not Be Used to Carry a Letter. ‘‘How dirty can a postage stamp be come and still retain Its usefulness In the eyes of the government?" was a question propounded to muddle the al ready overworked brain of a busy man. Happening to meet a postman who was collecting mall, the man handed him a stamped letter. "That won't go," said the postman. "Stamp’s dirty.” As was hla wont on special occa sions, he busy man resorted to sar casm. “ Since when,” he demanded, "did the United States government be come so Immaculate that It requires none but unsullied stamps stuck on Its letters?’’ "W ell, they’ve always been pretty particular," returned the unperturbed postman, "but there are some kinds of dirt that count for more than oth ers. That stamp's got Ink on It. Tnky stamps won't go, because an Ink spot could be used to disguise a can celed stamp.” "Then I suppose every stamp I hap pen to drop a speck of Ink on is wasted ?’’ "Oh, no. Turn It In to the office where you bought It, and after a cer tain period you will get your money back.’ "H ow long will that take?” the man asked. “ About three months.” " I ’m afraid I can’t wait,” Bald the man, and over the discredited stamp he stuck a spotless one. On Acting. Acting Is not a trade which tends to stability and dignity of character, but encourages sensibility and flashes of warm Instinct. Extreme alertness to praise and blame, harmoniously combined with vanity and absorption in one topic, are almost a necessity of the occupation; but this existence, however narrow and distorted, has the primal virtues of vividness and vital ity. It not only depicts human pas sions, but It also requires In Its serv ants a varied and constantly ready fund of emotions and Instincts. Lack ing the free air of Independence and Impartial thought. It has to the full the warm breath of crude but passion ate humanity. In feeling, however blind, in life, however fragmentary, the onlooker finds more to love In the players' world than In all the dead decorum of a Philistine prosperity.— Norman Hapgood. Porte Believed to Hsve Backing of Stronger Power, and German Designs Are Suspected. London— The relations o f Russia and Turkey, which a few weeks ago caused the circulation o f alarming re ports, may at any moment reach an acute stage, and again the bone o f contention w ill be Persia. A t the close o f the Russo-Japanese war. Turkey moved troops into the Persian province o f Azerbaijan, a strip o f which has been in dispute for upwards o f 200 years. Turkey claims this strip; Persia holds it, but the ownership has yet to be decided. The question has been a subject o f nego tiations, but while these have been go ing on Russia asserts that Turkey has been advancing her forces slowly until they have gone even beyond the dis puted strip and now command the western part o f Azerbaijan from Lake Urumiah to the frontier, and can eas ily attack the Russian province o f Er- ivan. Turkey denies any agressive inten tions. She has informed the Russian minister to the porte that she has troops in the disputed territory only as a temporary expedient, waiting the outcome o f friendly negotiations, and i f necessary a reference to The Hague tribunal. Turkey’s firmness in supporting her contention, and in not only placing troops in the disputed strip hut mov ing them forward, has given rise in Russia to a suspicion that some other power is behind the Ottoman govern ment. It is pointed out that the ac quisition o f territory on the Persian frontier might be accepted as compen sation by Turkey for the loss o f T ri poli and the power that could bring about this exchange would please Italy. Germany, which before has tried to secure concessions on Lake Urumiah, is the power suspected. AWARD FARM S BY LO T T E R Y . Only Settlers May File and Specula tors Are Shut Out. Washington, D. C.— Details o f the proposed government lottery, by which valuable farms in the Tieton ir rigation project in Washington will be disposed o f to settlers, are given in an announcement made by the Re clamation service. The announcement says: “ The third unit o f the Tieton irri gation project, Washington, w ill be opened by a unique form of drawing. This unit contains about 40 farms upon which homestead entry may be made. They are among the finest fruit lands in the United States and extremely valuable. Irrigation lands under other portions o f this project are selling for $50 to $1,200 an acre, excluisve o f the water right. “ During December an eager line of land seekers anticipating approaching opening, took up their position just outside the land office in North Y a k i ma and refused to leave, even upon warning o f the government officials that they would acquire no special privileges by remaining. “ In order that all land seekers may have an equal opportunity to obtain farms, it has been decided to allow each homeseeker to signify which farm unit he desires. Names o f all who wish to file on unit A w ill then be placed in a box from which a disin terested party w ill draw one slip. “ The winner w ill then be allowed to make his filing and the next farm unit will be taken up, etc.’ ’ The lottery plan o f opening the Tie- ton lands was decided upon after it became known that a considerable number o f persons who have been in line at the office are representing speculators. The purpose o f the de partment is to throw this land, as far as possible, open to settlers who will make it their homes. Race Riots Are Feared. Fayetteville, W.
