Chicago— Charged merely with us ing the mails to defraud, but accused o f selling countless "salted ” mines to credulous foreigners and garnering the hard cash o f farmers in Wisconsin and other states in exchange for “ green goods,” S. A. Potter, described by government secret service men as the cleverest swindler in the world, was arrested here. The arrest was made by C. F. Dewoody, department super intendent o f the secret service branch o f the department o f justice. Potter is said to have made his headquarters in Chicago for months and to have cleared more than $1,600,- 000 during the past two years through illicit enterprises. Two men are said to be implicated with Potter, and Superintendent De woody laid traps to capture them, but they were wary and eluded arrest. He expects to have them in custody within a few days. The arrest o f Potter is the culmina tion o f months o f work on the part of secret service men. Potter is a prize they have been seeking zealously. It is Baid that a year ago they had Potter, together with Edward Stark- loff, in custody in th$ United States court o f Philadelphia, but that they forfeited bonds o f $23,000 and es caped. Potter offered to furnish bonds in the sum o f $50,000, but the author ities declared that he must supply $160,000. He could not raise the money and was sent to jail. Oregon City, Or.— One o f the most important mass meetings ever held in Oregon City took place Saturday in the Commercial club rooms, when the property-owners and business men went on record by a unanimous vote in favor o f the construction o f free locks on the East side o f the Willlamette river at Oregon City. Colonel Charles H. Dye obtained an amendment to the original resolution, which is designed to protect the mill ing interests of Oregon City from nec essary molestation. Many of those present, fearing that the amendment would tend to retard construction of the locks, voted against it, but it was finally carried by a vote o f 28 to 25, and then the resolution, as amended, went through without a dissenting voice. W. P. Hawley, who has been quoted as saying the construction o f the locks along the route suggested would put him out o f business, made a brief speech and went over the ground from his point o f view.
