The carnival, for example, will be bigger than ever in the greenway built for car- nival rides at the Umatilla County Fair. Last year the committee also wasn’t allowed to host a beer garden due to a “no alcohol” rule at city parks, and they had problems with people sneaking it in. This year alcohol is allowed, and the contained nature of the EOTEC property will allow for better security.
