Five im p o rta n t points of a rg u m ent sta n d out ju s t now in favor of construction of the U m atilla rapids dam and dams on th e Snake, a t an early date. No other new large project is be ing urged th a t is ready for work in th e P acific northw est. For th e first tim e all members of th e th ree sta te s in congress are united in support of th e program , backed by a un ited public effo rt. The project supplies ideal year round em ploym ent for m any men a t a tim e when unem ploym ent is the g re a te st know n in th e nation. F or th e first tim e in 20 years of effort to secure both th e U m atilla dam and Snake riv er navigation im provem ents, a favorable report has been made by the arm y board of engineers. Even from a political point of view th e tim e is favorable. T hree U. 8. senators, th ree governors, and eleven members of congress w ill be elected th is fall w ith in th e three sta te s and present incum bents are am bitious to please th e ir co n stitu en ts and stren g th en p arty walls.
