It has approved the bill without the provision forbidding its construction unless there is a contract for the sale of power. It has acted without waiting for the several states to settle their argu ments which are directly affected by the water storage, reclamation and hydro-electric features of the project... The Boulder Dam is a victory for the West, and it ap pears that the senate no longer intends the west to be treated as a distant province deprived of its needed de velopments, nor can it be inferred that the senate approv ed this costly enterprise as a favor to the southwest.
