NORTHWEST’S GAIN
The United States senate has passed the Boulder Dam
bill at a cost of $165,000,000. It has approved the bill
without the provision forbidding its construction unless
there is a contract for the sale of power. It has acted
without waiting for the several states to settle their argu­
ments which are directly affected by the water storage,
reclamation and hydro-electric features of the project...
The Boulder Dam is a victory for the West, and it ap­
pears that the senate no longer intends the west to be
treated as a distant province deprived of its needed de­
velopments, nor can it be inferred that the senate approv­
ed this costly enterprise as a favor to the southwest. The
arguments that passed the Boulder Dam bill are the argu­
ments that will construct the less costly and as necessary
