W hen c h a irm a n of th e A ssess m ent a n d T a x a tio n C om m ittee of 1923 O regon L e g is lativ e Session 1 a ssiste d in fra m in g a n d a d o p tin g a s ta te incom e ta x law. It reach ed a few in d iv id u als w ho w ere m ak in g good incom es an d p ay in g little, if any, p ro p e rty tax, but it d ro v e from O regon m illio n s of very badly needed in v e stin g c a p ita l, as ev ery o n e k now s w ho h a s kept p o st ed on th is s ta te ’s affairs. • • • A d ire c t case th a t forced m e to know a s ta te incom e ta x a t th is p e r iod of O re g o n ’s d ev elo p m en t is u n w ise w as a m illion d o lla r in v e stm e n t w hich had been p lan n e d fo r th e city in w hich I th e n lived. T h is in v e stm e n t h e sita te d u n til th e s ta te incom e ta x law w as rep ealed . T hen it proceeded to lo cate w ith in th a t c ity ’s c o rp o ra te lim its p ay in g m un icip al, h ig h school an d o th e r tax es w illingly. It a lso b ro u g h t in a p ay roll of a t least $20,000 a m o n th . • • • T h is is but o n e in sta n c e of a la rg e n u m b er th ro u g h o u t th e sta te , w hich proves th a t no m a tte r how p re tty th e th e o ry of s ta te incom e tax m ay seem to be, O regon can ill afford to a d o p t such a b u sin ess policy w hen no o th e r w e stern s ta te h a s it, a n d ou r d ire need is to se cu re m o re people w ith in v e stin g c a p ita l to develop in d u stry w ith in o u r borders. • • • L o w erin g ta x e s w ill n e v e r be done by an a m bitio u s a n d p ro g re ssiv e people. T h a t h a s been d em o n s tra te d tim e a n d a g a in w hen se em in g ly w o rth y p ro je c ts of econom y h av e failed of p o p u la r sa n ctio n . T h e dem and of th e public fo r im p ro v e m e n ts is so g rea t th a t a d m in is tra tiv e econom y effects o n ly sm all savings. • • • T h e se facts being of com m on k n o w led g e a n d to a g rea t e x te n t, of record, how a re O regon people to ob tain a n y tax relief? J u s t one w ay: A ttra c t m ore people a n d m ore in v e stin g c a p ita l to s h a re th e public burden. • • • No s ta te secu res new in d u stry and new in v estin g c a p ita l w ith o u t offerin g som e ind u cem en t. T h a t is w hy I in tro d u ced S e n a te J o in t R eso lu tio n No. 5, com m only called th e “ D e n n is” re so lu tio n , in th e 1925 L e g isla tiv e S ession. T h a t is w hy it w as passed by th e le g isla tu re a n d offered to O regon v o ters fo r th e ir c o n sid e ra tio n a t th is g e n e ra l election. It provides th at no incom e tax a n d no in h e rita n c e ta x can be levied by th e S ta te of O regon before 1940. • • • T he D ennis R esolution is sim ply a b u sin ess p ro p ositio n . It is all n o n se n se fo r O regon to adopt an in com e ta x law one y ear, rep e a l it th e n e x t a n d th en adopt it ag a in th e fo llow ing year. By such m ethods th e s ta te gives o u tsid ers, and h e r ow n people, th e idea th a t we a re all confused an d c a n n o t th in k out fo r o u rselv es an d a d o p t a fixed policy re la tin g to o u r financial affairs. It leaves th e co m m o n w ealth in an u n se ttle d co n d itio n , an d causes c o n s ta n t u n c e rta in ty , u n d e r w hich b u sin ess a n d in d u stry an d th e d aily a f fa irs of th e people c a n n o t p ro sp er. T h e D en n is R esolution g u a ra n te e s to in v e stin g c a p ita l a n d to all b u sin ess g e n e ra lly a sa n e a n d safe policy u n til th e y e a r 1940 by a s su rin g th a t th is c o m m o n w e a lth w ill levy no s ta te incom e o r in h e rita n c e ta x e s on h e r people u n til th a t year. • • • T a k in g off in h e rita n c e tax e s fo r th a t period is also a direct bid fo r in v e s tin g c a p ita l.
