Of course, each one th in k s he outdid the o th e r in arg u m e n t, the captain having the affirm ative. Mr. Root, who is se creta ry and d irecto r of A merican and C alifornia Peace so cieties, th o u g h t th e re were o th e r and more im perative needs before the United S tates today th an m ilitary preparedness. The pacifists arg u e th a t p rep ared ness m eans w ar. T his does not ap peal to the th in k in g people for th e em phasis is p u t on p rep a ra tio n for defence. T he absence of m ilitary preparedness does not necessarily m ean absence of w ar, in fact, it Is m ore likely to invite war. Hence the general se n tim e n t seem s to be in favor of ad e q u ate m ilitary p re p a r edness. But we doubtless need the pacifists, lest we go too far, or lose sight of the real need.
