Publsihed May 17, 24, 2023 Affid COLUMBIA RIVER HERITAGE TRAIL (CRHT) Morrow County CRHT Interpretive Panels for Morrow County Pro- posals due 5:00 PM (PST), June 12, 2023Request for Proposals Morrow Coun- ty is seeking proposals from qualified profession- al design and manufac- turing firms to update the interpretive panels located along the Columbia River Heritage Trail in Morrow County, Oregon.The pan- els have a variety of infor- mation including history and heritage of Morrow County along and near the Columbia River. There are currently eight interpretive panels in need of resto- ration. Out of those, three will be needing a new met- al structure/frame created. The panel measurements are 24 inches x 48 inches. The project includes de- sign of the panels, utilizing existing subject material as well as integrating new content for the interpretive panels. Consultant will be expected to work with staff and citizens, providing draft and final design.The project also includes the construction of 11 panels and 11 replacement pan- els (total 22) to include high pressure laminate or other weather resistant, outdoor materials. A female advised that a man was there drunk and was trying to kill her. Boardman PD arrested Nicholas Ro- berto Romero for Strangu- lation-Domestic Violence and Interfering with a 911 call. Subject was lodged at Umatilla County Jail with no bail. -A male in Boardman advised he was missing his female black border collie named Sally. Dog had a collar. -A caller on Utah Ave. in Irrigon advised that a dark gray Jeep Cherokee flew through toward Bran- don for the third or fourth time. The caller also ad- vised a car blacked out before it got to his cameras. The caller reported lots of traffic since 5 p.m. MCSO responded but was unable to locate. -A caller at Port View Apartments in Boardman stated there were three pos- sible fireworks or shots fired in the area. The caller stated there was a whizzing sound and then three pops near the main office in the parking lot. Boardman PD responded and determined it to be unfounded. November 21, 2022— A female in Irrigon advised Morrow County Sheriff’s Office that her boyfriend took a whole bottle of pills trying to overdose. MCSO and Irrigon Ambulance responded and the patient was transported to Good Shepherd. -A caller in Heppner advised MCSO that he had video of a black lab running around off and on since Friday. Unknown if the dog had a collar, but the dog was there at the moment. MCSO was un- able to locate. -A caller on Utah Ave. in Irrigon advised that there was a small, two- door Hyundai or Honda with two females inside, playing music very loudly. MCSO was unable to lo- cate the vehicle. -A caller in Irrigon ad- vised there was a white, fluffy dog running around the area. It didn’t have a collar and appeared to be lost. -A female in Irrigon advised that around 2 p.m. or 3 p.m. her neighbor told her a male was on her prop- erty and left with a small orange box. The male left in a green sedan. The caller requested contact. -Heppner Ambulance responded to an 81-year- old female in Heppner who was unable to stand up and was not fully coherent. The patient was transported. November 22, 2022— Morrow County Sheriff’s Office, Boardman Fire and Boardman Ambulance re- sponded to a single vehicle accident on I-84 in Board- man. -Boardman Fire, Boardman Ambulance and Oregon State Police re- sponded to an accident in- volving a car and two semis on the overpass by Love’s Truck Stop in Boardman. An older female had airbag deployment and was having chest pains and finding it difficult to breathe. -MCSO, Boardman PD, Boardman Fire and Boardman Ambulance re- sponded to a two-vehicle rollover with entrapment on I-84 in Boardman. -MCSO, Boardman Fire and Irrigon Ambu- lance responded to a single vehicle accident on I-84, Boardman. The front driv- er’s door was smashed, and the driver was still in the vehicle. The driver was transported to Good Shep- herd Hospital. - MCSO, Boardman PD, Boardman Fire and Boardman Ambulance re- sponded to a motor vehicle accident in which three vehicle occupants were trapped and unable to get out of the vehicle. The call- er was uninjured, all were conscious and breathing, but the mother was bleed- ing. Individuals were trans- ported to Good Shepherd. -An ambulance advised they were out with a female in a red Chevy who was scared to drive in the con- ditions and was waiting on a driver to come help her. - Morrow County Sher- iff’s Office, Boardman Fire and Boardman Ambulance responded to a single vehi- cle accident on the bridge on Hwy. 730, Boardman. -Boardman Fire re- sponded to report of a flat- bed commercial vehicle accident on I-84 just east of Boardman. Two people were pinned inside, one with a laceration on the forehead, both conscious and breathing. Caller ad- vised they were on the scene. -MCSO, Lexington Fire, Lexington Quick Response, Heppner Fire and Heppner Ambulance responded to a two-vehi- cle accident in Lexington, non-injury, non-blocking. MCSO cited Ariel Knight for careless driving with ac- cident to appear at Heppner Justice Court. -A 22-year-old male in Irrigon advised he had a gunshot wound in his left hand due to an accidental discharge. MCSO and Irri- gon Ambulance responded and the patient was trans- ported to Good Shepherd. -Irrigon Ambulance responded to a 24-year-old female in Irrigon who was going into a seizure. The patient was transported. -A male in Irrigon ad- vised he was missing a red bull from his pasture and said it had probably been a few days since he last saw him. He advised he would be checking the area. -Hermiston PD advised they arrested Amber Dan- ielle Gomez on an Irrigon Justice Court warrant for failure to appear on crimi- nal trespass II. The subject was lodged at Umatilla dently hit his phone. A male finally answered and advised that there is not an emergency, stated that the dog acci- -Driving complaint occurred on SE Utah Ave- nue, in Irrigon, RP advised that there is a dump truck that has been speeding up and down Utah and with loaded and unloaded with cargo. RP is concerned that they are going to tear up the road.
