We want to have a deeper conversation.” “There’s some level of discretion,” Ince added. “It’s not the intention to penalize, certainly, through this policy, but more the in- tention to make every effort to add transparency.” Payday policy change Lindsay Grogan, Morrow County Human Resources Manager, was present to ask that coun- ty employee paydays be moved from biweekly on Thursdays to biweekly on Fridays. Grogan said the current payroll adminis- time deadline, and she has 17 years of payroll expe- rience with the county. She plans to retire soon, and Grogan was concerned about someone without that experience and history be- ing able to meet the current deadline. The change would take effect the first pay day in December, and she said she had already spoken with the AFSCME and TEAM- STERS unions, which had agreed to the change. “It’s a one-time hit to those employees who are living paycheck-to-pay- check, getting paid Friday instead of Thursday that week” Russell said, “but if the unions have agreed to it, I’m behind it.” Grogan said they de- cided on the beginning of December to allow time for employees to make needed arrangements for bills due during that time. Russell said the previous Friday there had been three ambulance calls in a short period of time responded to by an am- bulance out of Arlington. “It’s a lawsuit waiting to happen,” he said. Doherty said he had had discussions that indi- cated what seemed to be promising developments in the ambulance debate between Morrow County Health District and Board- man. Lindsay reported that she continued to work with the Oregon Justice De- partment on the possibility of a new courthouse but realized Morrow County was being served via video even more than thought. “If we’re going to commit to a building, we really need them to commit to service,” she said. Doherty reported that the effort to create a bet- ter entrance coming off Tower Road and into the Army Range was about 90 percent completed. He also reported that Amazon started construction on a new facility before submit- ting an application for a SIP agreement. He stated that he doesn’t want to “look the other way” and that he would like to see Amazon pay full-bore taxes. Junior High boys basketball takes on Knights, Tigers The Heppner junior high A and B boys basketball teams traveled to Irrigon Saturday for a three-way tournament against Irrigon and Stanfield.
