EIGHT- Heppner Gazette-Times, Heppner, Oregon Wednesday, July 17, 2019 Cougar sighted in Heppner Tuesday morning Lexington ‘now open for business’ By David Sykes “The town is now open for business,” Mayor Mar- cia Kemp declared last Tuesday night after the town council voted unani- mously to pass its 2019-20 budget. The town had been shut down for nine days after the council did not approve a new operating budget at a June 27 hearing. Not enough councilmembers were present at the public hearing for a quorum, so according to state law if a budget is not passed by June 30 the town cannot spend money. Mayor Mar- cia Kemp said without an approved budget she had no choice but to shut it down. She had at that time gath- ered the keys and laid off the two town employees. After consulting with state officials and the League of Oregon Cities Kemp scheduled a new hearing date, republished the budget in the newspa- per and this time a quorum was present, and the budget passed unanimously. After Lexington Mayor Marcia Kemp the vote Kemp declared “The town is now open for business,” with a round of applause from the crowd of 28 people in attendance. “Report for work tomor- row,” she said to mainte- nance man Ed Dickenson. The other town employee, recorder Dawn Greisen would also be back at work the next day. Following the meeting Kemps said she was happy the town was open again. “I’m very happy. I can sleep at night and not worry about the town,” she said. Tre Cimmiyotti told the Gazette that he spotted a cougar outside his back door this morning on Gilmore Street. He said, “I just saw the outline of the cat’s body when I walked out the door at 3:40 this morning. I must have startled it because it then growled.” Cimmiyotti said he just backed up and headed to his car. He heard it growl again as he got in and headed off to work.
