High School students help design new gazebo Dave Fowler’s class at the High School made several drawings for consideration of a struc- ture next to the Post Office on Main St. The above miniature design was chosen by the city beautification committee. By David Sykes When the Heppner Beatification Committee wanted help in designing a new gazebo for a small park on Heppner’s Main Street, committee chair Joann Bur- leson turned to high school teacher Dave Fowler and his students for help. “We took our idea and the measurements up to Mr. Fowler and he had his stu- dents do different designs for what could go into that area,” Burleson told the Gazette-Times. She said the committee had already done a community survey on what people wanted to see in the area next to the Post Office on Main after a large tree was removed last year. “We got quite a few responses and most people said anything but a tree,” Burleson recalls. She said most people wanted a place where the public could sit, eat and enjoy themselves. Hometown Tacos has been parking behind the area pro- viding lunches for people, and they were of course happy with the idea of hav- ing a place for people to sit and enjoy their lunches, she added After Fowler’s class had done the drawing de- signs, the committee picked one and the above minia- ture structure was built. The students plan on making the building at the high school and then transporting it down to be placed. It will have a composition roof and will be placed into concrete to withstand wind and the elements. Burleson said they have not decided whether to paint it or leave it natural, but expects to have it up by April. The cost will be between $750 and $1,200 and she said her committee is looking for funding to complete the project at this time. Photos of the mock up were presented to the Heppner City Council at its monthly meeting last week. In other business at the Feb. 12 meeting, the council voted to put $1,000 toward a buildable lands inventory and study being conducted by the county planner. The council last month heard a report from Planning Direc- tor Carla McLane who said she is launching a buildable lands inventory and hous- ing study on land through- out Morrow County. She said because of anticipated growth and a current and ongoing shortage of hous- ing in the county, the study will prepare maps and lists of available land zoned for residential purposes. The study will also look at avail- able industrial and commer- cial property in the cities and the county at large. McLane said the study will, among other things, “project the number of new housing units needed in the next 20 years,” look at what type of housing the future populations of the county will want, determine what types of housing is likely to be affordable based on household incomes and es- timate the number of addi- tional units by housing type needed. The study will look at each city in the county as well as the county at large. Cost of the study will be divided up among the county and the cities, with the county paying $30,000, the city of Boardman and Ir- rigon pledging $5,000 each, and Ione and Lexington $200 each. Heppner voted to contribute $1,000 toward the study. It is expected to be completed no later than the end of 2018. The council reviewed an invoice for $3,281 sent to Tareena Healy for the cleanup of her properties on Water Street. The city had, for quite some time, threat- ened to send city crews onto the property that was not cleaned up, and finally did so. The bill included charges for labor, equip- ment and dumping fees to clean up the property. Healy must now pay the bill or the city has the option to place a lien on her property for the amount of the invoice.
