The restaurant con- tract and dispute were also apparently discussed at a special “business meeting” of the commissioners held at 7:45 earlier that morning, however details of that dis- cussion were not revealed, and the restaurant contract was also not listed on an agenda distributed to the public. Commissioner Jim Doherty advised the other commissioners and staff to “disregard social media.” Doherty said the county had a policy in regards to the franchise at the park and they should stick with it. Under the agreement with the restaurant, the county is paid 5 percent of the gross revenue, with the operator keeping the rest. The county also provides an RV space for the operators and pays for other costs involved with its operation. With their exit the Har- rises are now advertising a long list of restaurant utensils and equipment for sale on the Facebook page. The county commission also agreed to advertise for proposals from interested parties to operate the restau- rant when the new season opens next year. In other business at the meeting the commission heard a report from Lisa Patton of the Neighborhood Center speaking on the as- sistance the center gives to needy people. Since the first of the year through No- vember the center has given out 649 food boxes serving 1511 family members. Patton says the center is a nonprofit and has grown over the past four years. The center receives fund- ing from the county, United Way, churches and also relies on donations from the public and volunteers help- ing out. She said the elderly, especially those on fixed incomes, depend quite a bit on help from the center for food and other assistance. LeAnn Rea, who is on the center board and in attendance at the meeting, said because of increased outreach the center has become more active, to the point they are showing a $10,000 deficiency in their budget. “Either we find more money, or we are go- ing to have to cut services,” she said. “Your services are in- valuable to people who need help, who are down on their luck,” said Commis- sioner Don Russell. “Ev- eryone knows the home- less population in Morrow County is not zero,” he added. In other business the county had earlier agreed to extend the contract of interim county administra- tor Kim Cutsforth to Dec. 1, 2017. Her contract had originally been entered into on August 16 for three months to fill in while a new administrator was found following the resignation of Jerry Sorte. Cutsforth was hired to work 24 hours per week at a wage of $45.67 per hour. Darrell Green started as new permanent administrator on Nov. 27. In other business, the commission considered a proposal to have individual commissioners liaison with certain departments in the county, much like Umatilla County. Umatilla does not have a full time administra- tor, however. The commis- sion decided not to follow the liaison model. “People have questions about how their government runs they should be able to go to any commissioner,” Russell said in keeping the struc- ture as it is now. He said if he gets a comment or concern from a constituent he wants to be able to go directly to that department head instead of going to another commissioner who is the liaison, who would then take the concern to the department head. In other action the com- mission voted to approve a new three-year collective bargaining agreement with the sheriff’s department. The contract calls for a three percent cost of living increase each year. In other business the county voted to accept a bid for a used Bob Cat track loader at a price of $58,377. In other discussion the commission talked about the county road depart- ment’s role in maintaining private roads, usually grav- el. Commissioner Russell said in the past the county has taken care of some of the private gravel roads in the county when the roads have multiple homes on them. An example was giv- en of Wagon Wheel Loop in Irrigon. Retired Pub- lic Works Director Burke O’Brien said the county has maintained private roads when they are considered “major access roads.” He said the county usually charges $100 per hour when it is convenient for the crews to do the work. Public Works is also preparing to hire a new as- sistant road manager. The position became vacant when Matt Serivner moved up to take over O’Brien’s job as Public Works Direc- tor. The commission also heard a request from the St. Patrick’s Senior Center for funds to replace the roof on their building. The cost is reported to be $40,000 and the Center board is seeking funds. They are apparently short about $15,000. The Bryant Foundation has re- portedly agreed to give $20,000 toward the project. The county took no action on the request.
