Heppner Gazette-Times, Heppner, Oregon Wednesday, September 16, 2015 DA’s Report Morrow County District Attorney Justin Nelson has released the following report: -Sonny James Phipps, 28, was convicted of five counts of Identity Theft, a Class C Felony. On count one, the defendant was sentenced to six months prison time with credit for time served, sentence to run concurrent with previously imposed sentences. On count two, defendant was sentenced to 18 months prison time with credit for time served, to run consecutive to count three and concurrent with counts one, four and five. On count three, the defendant was sentenced to 18 months prison time with credit for time served, to run consecutive to count two and concurrent with counts one, four and five. On count four, the defendant was sentenced to 18 months prison time with credit for time served, to run concurrent with previously imposed sentences. On count five, the defendant was sentenced to 18 months prison time with credit for time served, to run concurrent with previously imposed sentences. On each count, the defendant was also sentenced to one year post-prison supervision. Phipps was additionally convicted of The View from the Green Giving False Information to a Police Officer, a Class A M i s d e m e a n o r, a n d sentenced to discharge. Additional multiple counts of Forgery II, Negotiating a Bad Check, and Theft II were dismissed. Fines, fees and restitution totaled $1,737.97. -Albert Leroy Hart, 45, was convicted of Stalking, a Class A Misdemeanor, and sentenced to 180 days jail time, However, the execution of 170 days jail time was suspended and the defendant sentenced to 24 months supervised probation, to include 40 hours of community service, 10 days jail time with credit for time served, compliance with contact order and child contact from another case, and dropping objection to the stalking order from said case. Hart was additionally convicted of Criminal Trespass II, a Class C Misdemeanor; sentence of 15 days jail time was suspended and the defendant sentenced to 24 months supervised probation, to include 10 hours of community service. Additional counts of Theft III and Criminal Trespass II were dismissed. Fines, fees and assessments totaled $550. -Hector, Alejandro Ortiz-Guizar, 27, was convicted of Harassment, a Class B Misdemeanor; sentence of 90 days jail time was suspended and the defendant sentenced to 24 months bench probation, to include 20 hours of community service and no offensive physical contact with the victim or conduct that would place the victim in reasonable fear of bodily injury. Fines, fees and assessments totaled $800. -Cesar Macias Delatorre, 19, was convicted of Burglary I, a Class A Felony, and sentenced to 18 months prison time with credit for time served, to run concurrent with a previous sentence and the following count. The defendant was also sentenced to three years post-prison supervision, to include no contact with the victims or Sub Zero Motel. Delatorre was additionally convicted of Burglary II, a Class C Felony, and sentenced to 18 months prison time with credit for time served, to run concurrent with a previous sentence and the previous count. The defendant was also sentenced to one year post-prison supervision, to include no contact with the victims or Sub Zero Motel. Additional counts of Burglary II, Theft I, Criminal Mischief II and Theft of Services < $50 were dismissed. Fines, fees and assessments totaled $400. -Michael Clark Long, 2 8 , was co n v i ct ed o f Interference with Making a Report/911 Call, a Class A Misdemeanor; execution of the sentence of 180 days jail time was suspended and the defendant sentenced to 24 months bench probation, to include 30 hours of community service and no offensive physical contact with the victim or conduct that would place the victim in reasonable fear of bodily injury, with contact only for purposes of parenting time, and including staying 150 feet away from the victim, her residence and her place of employment. An additional count of Harassment was dismissed. Fines, fees and assessments totaled $850. -Roberto Navarro, 20, was convicted of one count of Attempted Possession of a Machine Gun, Short Barreled Firearm or Silencer, a Class C Felony, and sentenced to 24 months formal probation, to include 80 hours of community service. A count of Driving Under the Influence of Intoxicants was sentenced to DUII Diversion. Ann additional count was disposed without conviction. Fines, fees and assessments totaled $500. Sheriff’s Report August 6: - Morrow County Sheriff ’s Office received a driving com- plaint near Boardman about a black Honda car while on the freeway was only traveling between 25 to 40 MPH. The vehicle took the rest area exit and first went into the truck parking area and then went the wrong way into the passenger car area and then parked. Morrow County Sheriff’s Office and Boardman PD responded. Veronica Harri- etta Begay, 43, was arrested by MCSO for DUII. -MCSO received a re- port from a caller in Irrigon stating that someone just stole his red Honda ATV from his residence. Last seen east bound through his yard and the neighbor’s yard. Could not tell what the subject was wearing. -A driving complaint was reported to MCSO near Boardman about a semi with an oversized load going to fast while pulling a piece of farming equip- ment. Excessive rates of speed, weaving in and out of traffic, and almost caus- ing accidents. -MCSO received a report on a disturbance that occurred in Boardman about a black Jeep Chero- -SEVEN kee, with a broken back window. A female in a red shirt was throwing rocks and yelling at the male driver who had left headed in the direction of town. - MCSO received a report on a disturbance that occurred in Board- man about a female try- ing to burn herself with a lighter and is threaten- ing to kill herself and her mother when her mother tried to pick her up. BPD and MCSO responded and stood by until the situation was under control. -MCSO received a criminal mischief com- plaint in Heppner. Caller states that her son told her that a male was at the house urinating all over the house and trashing it. The male was not at the house at the time. -MCSO received a theft complaint in Boardman. Caller reported that a 30gal air compressor was stolen. - MCSO received a driving complaint near Ir- rigon. Call advised that traffic at location speeds through and throw up rocks. Caller did not need contact, but would like the area pa- trolled. MCSO responded and checked area. -A domestic distur- bance in Heppner was re- ported to MCSO. Caller advised that a male was chasing a female down the stairs and she could hear the male hit the female. -Deputy reported about being behind a vehicle that is driving on the shoulder with flashers on. The ve- hicle is smoking a little bit. Deputy made contact, the driver has help coming. -MCSO received a driving complaint near Boardman. Caller advised that a green Chevy pickup pulling a lawn mower on a trailer swerving all over the road. BPD made con- tact with the vehicle and cautioned the driver on not being attentive. - MCSO received a dis- turbance report in Irrigon. Caller stated that someone took her kids, she believes she knows who, and has been looking for them for almost an hour. Nine-year- old boy and three-year-old boy were missing, the kids and the subject suspected returned while caller was on the phone with dispatch, she still wants contact be- cause she’s gonna fight her if someone doesn’t show up soon. MCSO responded and made contact with all parties. August 7: -Morrow County Sheriff ’s Office received a report on suspi- cious activity. Caller re- ported that her car alarm was going off and all of her motion light are on outside. Caller did not see anyone outside and let her dogs out. Caller requested an area check but did not need contact. MCSO responded and did an area check, no people or animals out. -MCSO received a re- port on domestic distur- bance in Irrigon. Caller reported that her husband left about seven minutes ago, and is not intoxicat- ed. He choked her and hit her head into the closet and threatened her life if she was there when he got back. Children were pres- ent, there are no weapons in the house. Caller stated that this has happened be- fore and did not need an ambulance. -MCSO received a re- port from a caller in Ir- rigon. Caller stated that their grandson was walking toward the freeway from Irrigon and found a blue ice chest with a blanket and bones in it. MCSO and Ore- gon State Police responded and found animal bones in the blanket. WCCC ladies hold 2015 Eddi Skow net golf tournament The Tuesday morn- ing WCCC Ladies Board hosted a 36-hole Eddi Skow net play on Sept. 8-9. Both net and gross awards, along with special event prizes, were given out each day. The winner of the 2015 Eddi Skow Low Net Tour- nament was Pat Dougherty. There were 16 golfers on Tuesday, with awards given as follows: 1 st Low Net—Janice Paustian, 1 st Low Gross— Nancy Propheter, 2 nd Low Net—Eva Kilkenny, 2 nd Low Gross—Pat Edmond- son, 3 rd Low Net (tie)—Judy Harris and Loa Heideman, 3 rd Low Gross—Virginia Grant, Long Drive—Pat Dougherty, Longest Putt— Karen Thompson, KP 2 nd Shot—Lorrene Montgom- ery, Net Mystery Score— Karen Haguewood, Chip- Ins—Nancy Propheter, Judy Harris and Sue Ed- son, and Birdies—Lorrene Montgomery. WCCC Sunday men’s play results Sixteen participated in men’s play on Sunday, Sept. 13. Results are as follows: Gross—1 st , Charlie Ferguson, 66; 2 nd , Duane Disque, 70; 3 rd , Kelly Fox, 71. Net—1 st , Justin Pranger, 58; 2 nd /3 rd , Tim Wright and Larry Runyon, 59. Special Events—KP #1/10, Dave Pranger; KP #7/16, Justin Pranger. The cross country tournament will be on Sunday, Sept. 20, hosted by Dave Allstott and Dave Gunderson. Breakfast will be served. Elks golf tournament this weekend The 18 th annual Elks Charity Golf Tournament is coming this weekend at Willow Creek Country Club. Saturday, Sept. 19, registration starts at 7:45 a.m. with tee-off at 9 a.m. The format will be a four-person team scramble. Cost to participate is $40 per golfer. Proceeds go to the Elks children’s eye clinic. Lunch will be available after play for a minimal charge. -MCSO received a driving complaint near Boardman. The report was of a smaller car that was swerving all over and tak- ing up both lanes, with a speed of 80mph. MCSO arrested Fernando Rojas Galvan, 43, for DUII. August 8: -Morrow County Sheriff’s Office re- ceived a report from a caller in Irrigon. Caller stated that there was an extremely in- toxicated person waling by her house wearing a black hat, dark blue shirt and blue jeans. He was on his way to the mini mart. MCSO responded and unable to locate. -Deputy was flagged down by a subject, medical attention need and said that they will follow the deputy to the hospital in Heppner. -MCSO received a fire call in Hermiston. Caller advised possible fire under trees and can see flames once in a while but at the time was just smoke. -MCSO received a re- port of a 49-year-old male having a seizure, his fifth one that day, and having chest pains as well.
