The meeting will take place on the 23th day of April, 2015, at 7:00 p.m. The purpose of the meeting is to receive the budget message and to receive comment from the public on the budget. A copy of the budget document may be inspected or obtained on or after April 23th, 2015 at the Morrow County Courthouse, 100 Court Street, Heppner, Oregon, between the hours of 8:00 a.m. and 5:00 p.m. This is a public meeting where deliberation of the Budget Committee will take place. OREGON DEPARTMENT OF FORESTRY DOUG DECKER, STATE FORESTER Published: April 1 and 8, 2015 Affidavit Sheriff’s Report September 19: -A call- er at Fair Deal Inn/Village Restaurant in Boardman re- ported a suspicious vehicle that had been parked in the bar area overnight. The ve- hicle was associated with a missing person. An officer responded and advised no crime had been committed. The missing person had been located and the vehicle was no longer of interest. -MCSO received report of a disable vehicle on I-84 eastbound, Irrigon. Deputy determined the vehicle was not disabled, just rearrang- ing children. -A male in Heppner ad- vised MCSO that he knew the location of a stolen TV; he said he was concerned the suspect would move it once he realized the caller knew its location. The in- cident was under investi- gation. -MCSO received a re- port of a domestic distur- bance in Heppner. Deputy responded. September 22: -MCSO was advised that, per the Oregon State Police Parole Board, Neal Gutleben, 40, was sentenced to serve 58 days in Umatilla County Jail. Multnomah County was transporting him via shuttle. -A caller in Boardman advised that a car in front of a blue house near their location, a white Honda, looked like someone had taken it apart. MCSO and Boardman PD responded and recovered a vehicle stolen out of Hermiston. -A caller in Heppner advised that there were two smaller-type dogs running around in the school recess yard and the kids would be going out to recess soon. He requested contact. A deputy responded and was unable to locate the dogs. -A caller on I-84 near Boardman advised a white Ford Taurus was all over the road; vehicle took the 165 exit. BPD responded and located the vehicle at Pacific Pride. Boardman ambulance responded and transported a subject to Pioneer Memorial Hospital. -Someone in Heppner reported a cat in a trap that needed to be picked up. -MCSO was advised of a fire call for a fire at Mor- row County OHV Park, FS Road 21, about 1.4 miles off of Hwy 207. Flames were just going up the trees; might have been a lightning strike. Twenty to 30 feet up in the tree. It was starting to rain pretty good and that might put it out. -MCSO deputy report- ed a lost male shih tzu in the Heppner area. The dog was found. September 24: -Mor- row County Sheriff’s Of- fice received a report of someone setting up camp or possibly living behind the Heppner library under the bridge. -A caller in Irrigon re- ported that a female took a ’94 Subaru Legacy with- out permission and was going to an interview in Pendleton via the poleline road. Subject was tired and could hardly stay awake. Caller did not want to press charges, just wanted her car back. -MCSO was advised that Eulalio Silva, 40, was served an Irrigon Justice court Warrant for Failure to Appear on DUII. Subject was lodged at Umatilla County Jail. -An employee at the City of Irrigon advised that someone broke the lock off the water and used it. Theft was just discovered that day. -MCSO was request- ed to assist with a mo- tor vehicle accident near Cutsforth Park on Willow Creek Road, Heppner. A 30-year-old male was rid- ing a motorcycle and hit the guardrail. Subject was hav- ing trouble breathing and was on the other side of the guardrail. MCSO, Heppner fire, Heppner Ambulance and Life Flight responded. -A man outside of Lex- ington reported horses in his uncle’s pasture. It had been an issue in the past and he did not feel comfortable talking with the owners of the horses. -A caller in Heppner re- ported that a black sedan hit a deer near the fairgrounds and the deer was flailing on the side of the road. -A caller advised she was on Bell Canyon Loop off Blackhorse Ln., Hep- pner and said she saw a small pickup parked in the road. When the subjects in the pickup saw her they threw out their drinking cups and took off at a high rate of speed. The caller lost track of the vehicle but advised that they had been hearing shots during the evening hours and had been seeing a black Toyota pickup in the area during the day but was not sure if it was the same vehicle. -An employee at Hep- pner Shell advised MCSO that a female went into the store because a suspicious male had been following her and she was scared to go home. Shell employee didn’t know either the fe- male or the male. Caller advised that the male was in his early 20s wearing a blue hoodie, had a flash- light, and was high on some type of drug. Caller advised that the female left with her father in a vehicle and the male was last seen walking through the Bank of EO parking lot toward Main St. September 26: -MCSO was advised by Moon Secu- rity of a panic alarm in Hep- pner; dispatch made contact with the home owner who advised that she was fine and the alarm was acting up. -MCSO investigated a death in Irrigon in which a car was parked just outside the main entrance of Green Acres; the vehicle was run- ning and there was a male lying on the ground. He didn’t respond or do any- thing when asked if he was okay. The car had been out there for more than an hour. -MCSO received an animal complaint from Heppner; a woman com- plained that another wom- an’s dogs were out again and wouldn’t let her out of her house. They were charging her. -MCSO advised that Joseph Arthur Manning, 28, was sanctioned with a Mor- row County hold placed and lodged at Umatilla County Jail. -An MCSO officer ad- vised he was out with a semi truck that was off the road on Bombing Range Road. It appeared he had been trying to turn around and got stuck. -A Heppner man ad- vised a male was sitting in a grey Chevy pickup at the Shell station and drinking beer while getting gas. -EMS advised that he was bringing in to Pioneer memorial a 50-year-old male who had rolled his quad on Forest Service Rd. 21 at the Morrow County OHV Park. The Male was complaining about right hip pain. PMH was advised.
