MCSO responded and took a report. -MCSO received report of three shots from a large caliber gun heard east of Nevada Avenue in Irrigon. The caller said he heard people yelling and then a shot and then it happened two more times. He was unsure if they were fighting or just yelling for fun. -Heppner Fire D e p a rtm e n t, H ep p n er Ambulance received report o f a 64-year-old man with chest pains. November 12: Morrow County S heriff’s Office received report of dogs out on the highway, Lexington, with one trying to take a bite out of a patrol vehicle. -MCSO received report from an Irrigon woman of $6,000 of Western Union checks scammed from her. -MCSO received report o f kids on three-wheelers and fo u r-w h e e le rs on Hilltop Rd./Ridge Crest Lane in Boardman that cut off the school bus. -MCSO received report from a female in Boardman who requested to speak to a deputy regarding threats. -MCSO received report from an Irrigon man that a male wearing a green jum psuit, a black jacket with white strips and a w hite baseball cap and carrying a staple gun was by the caller’s mail box. M C SO a rre s te d J uan Antonio Calderon, 21, for Burglary I and Menacing. He was lodged at Umatilla County Jail with $31,000 bail. He was also arrested on a Washington Department of Corrections warrant for Parole Violation/Possession of a Controlled Substance with no bail. -MCSO received report from a Boardman man that there were black cows in his yard again. The caller said he would have called the owner, but didn't have the number. Contact with the owner was attempted and a message left. -MCSO received request for police at a residence on Hwy. 74, Heppner. The caller said the female at the residence was drunk and belligerent and there was a six-month old baby in the house. The caller said he was out in the garage. A deputy responded and th e p a rtie s w ere separated for the night. Morrow County sites among ODFW wildlife areas to require parking permits SALEM, Ore.—As of Jan. 1 of this year, wildlife viewers, anglers, walkers and others headed to any o f 15 ODFW W ildlife Areas are required to have a parking permit. Daily permits cost $7 and annual permits are $22. Morrow County areas that require permits are Irrig o n Wi l dl i fe A rea, Irrigon; Coyote Springs Wildlife Area, Boardman; and Willow Creek Wildlife Area, Boardman. Power Ci t y Wi l d l i f e Ar e a , Hermiston, will also require a parking permit. P e r m i t s c a n be purchased online, at ODFW offices that sell licenses or at license sales agents. In general, they cannot be purchased at Wildlife Areas. Parking permits must be displayed on the vehicle’s dashboard. Permits are transferrable betw een cars, but each vehicle must have a permit while parked at the wildlife area. A free parking permit is included with an annual Oregon hunting license; combination fishing and hunting license; Sports Pac; and Habitat Conservation Stamp. Operation and m aintenance o f ODFW wildlife areas are primarily funded by hunters through federal excise taxes on s p o r t i n g a r ms and ammunition and hunting license fees. R evenue from the Parking Permit Program will be used to improve habitat and infrastructure and to enhance wildlife viewing opportunities at wildlife areas. This shows that in O regon we will not let barriers become blockades,” said Governor K itz h ab er. “ T his new health care coverage will fundam entally im prove Oregonians’ lives, giving p e o p le c o v e r a g e and security they have never had before. Additionally, new Oregon Health Plan members will have patient- focused coordinated care, with services designed to improve health, manage chronic conditions, and control costs.” M ore t han 5 5 ,0 0 0 p e o p l e s h o p p e d a nd purchased a private plan or enrolled in the Oregon Health Plan through Cover Oregon. O f those, about 2 0 .0 0 0 p eo p le g ain ed pr i vat e c o v e ra g e and more than 35,000 joined the Oregon Health Plan. Additionally, more than 114,500 people enrolled d irectly in the O regon Health Plan through the Oregon Health Authority. Bruce Goldberg, M.D., acting director o f Cover Oregon, acknowledged that the delayed launch o f a fully functioning website means that applying for coverage hasn’t been easy for everyone. Cover Oregon brings together 11 health insurance companies in one place. Today en ro llm en t is a three-step process. First, custom ers apply online or by filling out a paper appl i cat i on. Second, Cover Oregon determines whether they are eligible for financial help and notifies them via phone, email and U.S. mail. Third, customers can go online to pick their plan and enroll. When CoverOregon. com is fully functioning, proponents say the entire process will be online and will allow people to go from application to enrollment in one sitting. “Cover Oregon has had a difficult start and there continue to be challenges. I want to thank Oregonians for their patience as we retooled the Cover Oregon ap p licatio n process so people can get the coverage they need in sp ite of problems with the website. The high level o f interest w e’ve seen show s that many Oregonians need the quality, affordable health insurance we are working hard to deliver throughout th e o p e n e n r o l l me n t period,” Goldberg said. The coverage offered through C over O regon pr i vat e pl ans and the O regon H ealth Plan is comprehensive, including preventive care and health screenings, hospitalizations, maternity care, prescription dr ug c o v e r a g e and m ental health services. Additionally, starting this year, more low -incom e adults will qualify for the Oregon Health Plan, ending decades of scarce access to care. In the past, access to the Oregon Health Plan was so limited that names were drawn at random, creating a “health care lottery.” Open enroll ment continues through March for private health plans.
