His phone had been off the hook since the previous day. MCSO responded and determined that everything was okay; the phone had been knocked of the hook. -MCSO received report of a dog in front of MCSO. A family member came and took the dog home. -MCSO received report o f telem arketers calling and harassing an Irrigon resident, even though they have been told they have the wrong number. -MCSO cited Jaim e Raymundo Marquez, 19, for Violation of the Speed Limit, 109 mph in a 65 mph zone on 1-84 Boardman. -MCSO received report that the neighbor behind her residence has tall weeds that are causing a fire hazard. -M C S O , H e p p n e r Fire Department, Heppner A m b u la n c e r e c e iv e d re q u e s t from P io n e e r Memorial Hospital for the Heppner Fire Department to secure the landing zone. -M CSO receiv ed a request from an Irrigon woman for a helmet for her 11-year-old son. -MCSO received report from a Heppner woman that a male was at her residence stating that he was stranded and trying to get to Portland. She requested a deputy to contact the man at her residence. -M C S O r e c e iv e d report of a baby under two walking out of the trailer park in Boardman wearing only a diaper. The baby was located and returned home. -MCSO received report o f crim inal m ischief in Heppner. -MCSO received report from a Heppner woman who said she was having a problem with her husband and he threw his phone at her for no reason. -M CSO cited C esar Guzman Madrigal, 21, for Violation of the Basic Rule, 75 mph in a 55 mph zone. -MCSO received report from a B oardm an man that he caught two male subjects, one in a black hoodie and one in a white hoodie, in the sawmill. He said they took off running on foot when they saw him. The caller said he was toward the north gate in a semi, hauring lumber at the north entrance. -MCSO received report of a vehicle parked in a handicap parking spot in Heppner without a handicap placard. -MCSO received report of suspicious circumstances at the H ep p n er ro d eo grounds with equipment with lights on around 10 p.m. -MCSO received report that someone in a newer m o d el, w h ite , T oyota pickup with an extend cab had just taken an ice chest from the back of the caller’s pickup in Heppner. -MCSO discovered a vehicle parked at the far end of Willow Creek Reservoir on private property. They were advised to leave. - M C SO re c e iv e d re p o rt from U m a tilla County S h eriff’s Office th a t a m a ro o n d o d g e pickup, whose license plate returned to an address out of Lexington, was all over the road heading south on Hwy. 207. Oregon State Police was also advised. J u n e 7: M o rro w County S heriff’s Office received a report of a dog barking in H eppner. A deputy responded but was unable to locate anything. -M C S O r e c e i v e d report from a Boardman woman that two subjects were hauling m etal off her property and she had not been paid. A deputy responded, contacted the subjects and determined it was a civil issue, -MCSO received report from a Heppner man that he sold a car to another subject and agreed to hold the title while the subjects made payments, but the subjects still have the car and have not m ade paym ents. A deputy contacted the caller and advised the case with be referred to the Umatilla Police Department. -M C SO receiv ed a request from a Heppner woman for paperwork that showed that the hit and run she was involved in was a violation and not a crime. -MCSO received report that the marine deputy in Boardman was finishing up a marine class. -M C SO , B oardm an Fire D ep artm en t, B o ard m an A m b u lan ce received report from a Boardman subject that an adult male was choking at a school barbecue. He was reported to be breathing, but gagging. MCSO was en route, but stood down before arrival. The subject refused transport. -MCSO received report from a woman in Heppner that o f several calls from a subject requesting beer and asking to talk with a serg ean t. A sergeant contacted staff and advised th a t if th e c a lls keep coming, the subject could be charged with telephone harassment. -MCSO received request for deputy assistance from the Department of Human Services for an interview at Irrigon High School. MCSO arrested Melvin Geovany Gonzales- Cardona, 29, for Failure to ELECTRONICS Report as a Sex Offender. He was lodged at Umatilla County Jail, along with a parole and probation detainer and $7,500 bail. -MCSO received report that P en d le to n P o lice Department arrested Travis Levin Richards, 22, for Failure to Appear/Wildlife Law V iolation. He was lodged at Umatilla County Jail with $5,000 bail. -MCSO received report o f a white pickup in the Tower Rd./Kunze Lane, Boardman, location with kids in the back o f the pickup playing around and fighting. -MCSO received report o f a high-centered black Ford Thunderbird with two males inside acting strange. The caller said the males were acting strange and took off down Second St. in Irrigon at a high rate of speed. -MCSO received report from a Heppner woman that a male had just drunk a beer that she had sold him and then rode his red scooter around Main Street. -MCSO received report o f a suspicious vehicle out by the Boardman gun range. -MCSO received report from an Irrigon woman that three females were yelling and throwing rocks at her dogs. She said her dog ran toward her, jumped on her and barked after the rocks were thrown. The caller said she spoke to hem and told them to go home and they left. -MCSO received report o f the window to the pay phone on 1-84, Boardman broken. -MCSO received report from a Boardman woman that her sister-in-law was in a fight with her boyfriend and he was hitting her with children around. He advised he had help coming and was given tow contact information if needed. -MCSO received report of loud music at a residence on Hwy. 730, Irrigon. -MCSO received report of a potential drunk driver in a Mitsubishi Lancer with a lot of body damage having a hard time staying on the road on 1-84, Boardman. -MCSO received report of someone riding an off road bike around Irrigon for the past month. The caller could not provide a description for the bike or a location other than West Highway 730. A deputy was advised. -MCSO received report from an Irrigon subject that her brother was being harassed on a daily basis by a male subject and his sons. She reported it was an ongoing issue. -MCSO received report of several totes of personal items that were dumped near Depot Lane/Paterson Ferry Rd., Irrigon. The caller said the items look like they may have been take from a storage unit. -MCSO received report of a red Angus steer along the roadside on Tower Rd., Kunze Lane. -MCSO received report of a female who had gone to the caller’s house and asked for a ride to the casino from lone. However, he was still sitting at the casino waiting. She was reported to be wearing a white hat, white sunglasses and white pants. -MCSO received report from a man in Boardman that his vehicle was just hit by another vehicle and the vehicle didn't stop, just kept on driving. He was lodged at Umatilla County Jail. -MCSO received report of a huge Minor in Possession party at an lone residence on McNab Lane. -MCSO received several reports of a possible drunk driver in a tan/brown pickup driving at a high rate of speed and swerving all over the roadway on 1-84, Boardman. OSP responded. -MCSO received report o f a sedan swerving all over the roadw ay. The driver then pulled off and turned the lights off. MCSO responded and determined that the driver was tired and would rest before continuing. -MCSO received report that OSP arrested Alvaro Garcia Celestino, 25, on an Irrigon Justice Court warrant. He was lodged at Umatilla County Jail with $6,000 bail. -MCSO received report from an Irrigon man that he was out walking his dogs when another dog came out and lunged at him and then the other dog owner and he had a verbal disagreement. A female was given a verbal warning concerning dogs leaving her property. -MCSO arrested Daniel Albert Bozarth, 53, for D isorderly Conduct 11, Criminal Mischief III and also a parole violation. He was lodged at Umatilla County Jail with $4,500 bail. -MCSO cited Garek A lbert Johnson, 30, for V iolation o f the Speed Limit, 85 mph in a 65 mph zone. -MCSO received report from a motorist on Hwy. 730, Irrigon, that he was - Lexington Tra n sfe r Stations Hours of operation 9:00 - 4:00 Saturday and 87 7.2 78 0799 S u n d a y s Abrams named director of Oregon Dept, of State Lands Salem, OR—The State Land Board has selected former Heppner resident Mary M. Abrams as the next Director of the Oregon Department of State Lands. Abrams is the daughter of Marion and the late Bob Abrams, also formerly of Heppner. The d e p a r t m e n t oversees management of Oregon’s Common School Fund, along with Oregon's waterways, wetlands and state-ow ned range and forest lands. “ I am p leased that s o m e o n e o f M a r y ’s c a l i b e r is t a k i n g the reins at the Departm ent o f State L a n d s , ” said Governor Kitzhaber. “Her management experience and her experience growing up and working in rural parts o f the state are a great combination for an agency that is engaged across Oregon to support our public schools while preserving our natural resources.” “ Mary bri ngs with her a unique combination o f local, state and global experience,” said Secretary of State Kate Brown. “Her willingness to work with diverse partners and her strong background in both science and policy will serve the Department o f State Lands well.” Treasurer Ted Wheeler said, “Oregonians today and tomorrow will benefit from the continued wise stewardship o f our state lands and w aterw ays. I am impressed with Mary Abrams’ background, and 1 believe her expertise and collaborative style will help ensure these Oregon assets will provide dividends for generations.” Abrams has worked as a country director for the U.S. Peace Corps in Africa since 2006. Prior to that, she was a division administrator and water quality specialist at the Oregon Department of Environmental Quality. Abrams has also worked for the City of Portland and the Oregon Graduate Institute. She holds a Ph D. and an M.S. in soil science from the University of California at Davis, and graduated from the University of Arizona with a B.S. in agronomy. She grew up in Morrow County and worked in La Grande for several years while with DEQ. “ As an Or e g o n i a n who grew up in Eastern Oregon farm country and attending public schools, I am honor ed to lead O regon’s Department of State Lands,” said Abrams. “ I believe deeply in the mission of the agency to ensure a legacy for Oregonians and their public schools through sound stewardship o f O regon’s lands, wetlands, unclaimed property, estates and the Common School Fund.” Abrams’ appointment is effective Nov. 1. She replaces Louise Solliday, who is retiring after six years as director o f the department.
