The Morrow Coun ty Court met on October 5, 2011 in Heppner with Judge Tallman and Com missioners Grieb and Rea in attendance. The court reviewed and approved the minutes o f Sept. 21 and 28. The court also reviewed and approved fair premiums and account payables (with holding the entire amount o f charges from lines 220 & 510) in the net amount of $532,523.76. Road Dept.: The crew is continuing to work on cleaning out the ditches and culverts along Willow Creek Road. By this after noon they will have com pleted that project. They have been using that mate rial to make repairs along the Blake Ranch Road. They have also been work ing on the Spring Hallow bridge project. They have removed all the fences, cor als, and the rest of the trees that were in the new right of way. The drilling and blast ing contractor drilled and blasted where the new road will be on the north side of the new bridge. They start ed building the new road to the new bridge yesterday, and will continue with the road construction. Graders are currently working on the Ditch Creek Road and Spring Hallow Road. They did some work on Upper Rhea Creek Road last week. When they finish up Willow Creek Road, there will be two more graders out work ing on gravel roads. The crusher continues crushing one-inch road rock at the Halvorsen pit near lone. Public Works Management A ssistant Sandi Putman reported that the airport is scheduled to open Thursday Oct. 6. Putman reported that she had attended training on recycling and that she is working on a program to recycle plastics. S h eriff’s Dept.: Undersheriff Steve Myren provided the court with the following activity re port: Irrigon: While DHS was responding for an other matter, they found a two-year-old child alone far from home. A child neglect charge was filed. On Sept. 12 two men were arrested for multiple counts of sexual abuse of an eight year old child. Boardman: Conducted a citizen assist for an elderly couple in a disabled motor-home on 1-84. While assisting a citizen with the Language Line, it was learned that the individual was in W ashington, the proper authorities in WA were notified. OHV area: Conducted an ambulance assist for a diabetic hunter on Madison Butte. Marine Columbia River: On an in ter-tribal request an agency assist for a stranded boater below Three Mile Canyon. CSEPP: Mr. Myren dis cussed the continued use of the building located at the Kinzua site, stating that once CSEPP closes out, that program will no longer be funding the rental pay ments. The county and the City of Heppner both have several vehicles stored in the building. The continued use of the cameras was also discussed. Myren stated that he will be keeping the court updated on close-out activities. Parole & Proba tion Report: For the month of August there was a case load of 103 individuals. For August, Supervision fees were $1,764. Work crews will be working Monday, Tuesday and Thursday in north county and Wednes day in south county. The City of Irrigon had a half crew 16 hrs and a full crew 40 hrs for a total of $1,200 in fees paid to the program. The county had a half crew for 32 hrs for a total of $400. The Dept, of Fish and Wildlife (Irrigon Hatchery) had a half crew for 24 hrs and a full crew for 16 hrs for a total of $700 in pro gram fees. District Attorney: D.A. Justin Nelson asked if his Dept, could use one of the empty offices in the Docken Bldg, located in Boardman as a satellite office for the Deputy Attor ney. The court authorized the request with the stipu lation that the D.A. may be asked to vacate the office at any time. Orders: The court reviewed, approved and signed the Order regarding the Final Opinion and Or der for the Invenergy Wind Noise Complaint. The court reviewed, approved and signed the Order regarding the denial o f the request to vacate Road Canyon Road. The court conduct ed the following business: Reviewed and approved a permanent easement be tween the county and Arless Seitz & Jared Wilson in the amount of $400. The court discussed the possibility of Pacific Ethanol requesting an amendment to their En terprise Zone Agreement. Later, the court learned that there would not be a request and that the amount due would be paid in a timely manner. The court reviewed the interest rates and loan fees from the three banks located in the county. The court then decided to borrow $750,000 from Community Bank with the payment o f the loan due on Dec. 1, 2011. The loan application and Resolution were then signed R eview ed misc. correspondences and dis cussed upcoming m eet ings. BMCC offers retirement and investment courses B lue M o u n tain Community College will offer a three-part education course starting Monday, October 24 to help residents of Morrow County plan and save for retirement. The classes are be ing offered as a three part series: Retirement Basics, Retirement Income Plan ning and Investment Basics. The courses complement one another and can be taken as a series or inde pendently, depending on individual knowledge and needs. The classes will be taught by Rita Van Schoi- ack, a financial advisor who is owner of Blue Mountain Investment Management in Heppner. The goal of the courses is to help attendees gain the skills to estimate how much money they need to retire, learn how to create retirement goals, review investment basics, and more.
