As a result of RJSHS not meeting AYP, M orrow C ounty S chool District consequently did not met its Average Yearly Progress report, according to the Oregon Department o f Education school report card. A ccording to the report, MCSD did not meet the standards in Student Achievement with regard to students with disabili ties and lim ited English proficient students, despite direct classroom expendi tures o f $5,024 per student district-wide, compared to $4,670 per student state w ide. The district spent $ 1,056 per student in class room support, compared to $ 1,444 statewide; $ 1,594 in building support, compared to $1,430 for the state; and $338 in central support, compared to $366 for the state. The Education Ser vice D istrict spent $569 per student in the Morrow C ounty School D istrict, com pared to $393 state wide. A ccording to the report, 20.9 percent o f the district students were in English Language learner programs, compared to 9.9 percent o f students state wide; and 13.9 percent of its students were in spe cial education, compared to 14.6 sta te w id e; 98.1 percent o f the classes in the district were taught by “highly qualified” teach ers, compared to 96 percent o f the classes state-wide; 99.6 percent o f the classes taught by highly qualified teachers were “high pov erty schools,” compared to 96 percent state-wide.
