H e p p n e r G aze tte-T im es, Heppner, O regon SURE Program deadline approaching T he d e a d lin e to submit applications for as sistance for 2008 crop year lo sses under the USDA Farm Service Agency 2008 Supplemental Revenue As sistance (SURE) program payment is September 30, 2010. “Farmers and ranch ers in Oregon have to cope with all types o f natural di sasters,” said Farm Service A gency State E xecutive Director Lynn Voigt. “The 2008 Farm B ill c re a te d the SURE program to as sist grow ers w hen these w eather-related disasters cause crop losses.” S U R E p ro v id e s revenue takes into account the actual value o f produc tion on the farm as well as insurance indemnities and certain farm program pay ments. To be eligible for SURE, producers must have suffered at least a 10 percent production loss on a crop of economic significance. In addition, producers must meet the risk management purchase requirem ent by either obtaining a policy or plan o f insurance, under the Federal Crop Insurance Act or NAP coverage, for all economically significant crop d isa ste r a ssistan ce payments to eligible pro ducers on farms that have incurred crop production or crop quality losses. The program takes into co n sideration crop losses on all crops grown by a pro ducer nationw ide. SURE provides assistance in an amount equal to 60 percent of the difference between the SURE farm guarantee and total farm revenue. The farm guarantee is based on the amount o f crop in surance and N on-insured Crop D isaster Assistance Program (NAP) coverage on the farm . Total farm crops. F or 2008 c ro p s, producers had the oppor tunity to obtain a waiver of the risk management pur chase requirement through a buy-in provision. Pro ducers considered socially disadvantaged, a beginning farmer or rancher or a lim ited resource farmer may be eligible for SURE without a policy or plan o f insurance or NAP coverage.
