FOUR - Heppner Gazette-Times, Heppner, Oregon Wednesday, June 30, 2010 Morrow County Court weekly meeting held The Morrow Coun ty Court met on June 23 in Heppner with Judge Tail- man and Commissioner Rea in attendance. Following is a summary o f the meeting provided by Leann Rea. The court reviewed and approved the minutes from the June 17,h m eet ing. The court reviewed and approved account pay ables and payroll payables in the net total amount o f $97,748.68. Road Report Most o f the storm damaged roads have been repaired. The m ajor road damage was in the lone and Lexington areas. The grad ers have been working from the Hardman Ridge Road to the McNab Road and east toward Little Butter Creek. Currently some o f the crew is w o rk in g on c le a n in g culverts in the Valby Road area. The crew will be put ting new rock on the west end o f M orter Lane from the Gooseberry Road to the Van den Brink Dairy. Public Hearing The court held a public hearing for the pur pose o f reviewing the Britt A g gregate S ite a p p lic a tion. There was no one that spoke in opposition to this application. The court di rected staff to prepare the necessary documents and R e v ie w e d an d approved the purchasing p re -a u th o riz a tio n for a 9000 watt generator in the amount of $2,049.99. In the event o f a power outage, this generator will operate the refrigerator to keep the vaccines at a controlled temperature. Boardman Senior Center; $1,000 to the Heppner Se nior C enter; $500 to the Heppner Day Care; $500 to lone’s Creative Care Pre school; $500 to the Irrigon Kids Park; $700 to the town o f Lexington to be used for the septic upgrade for their new City Hall or fire sta tion. The court reviewed the recommendations from Fred Carlson, finance direc tor, regarding the payment o f SAIF insurance fees and decided to pay $$30,595 on a quarterly basis rather than a one time payment of $120,555. OLCC Permit Leases Reviewed and took no action for the OLCC license renewal for the Wil low Run G olf Course. By taking no action, the OLCC will renew the license after August 18, 2010. Reviewed and ap proved a grazing lease be tween Morrow County and Horseshoe Hereford Ranch, Inc. & Triangle Ranches for the sum o f $4,900 for 5,800 acres in the O H V Park. Reviewed and approved a grazing lease between Mor row County and Horseshoe Hereford Ranch, Inc. & Tri angle Ranches for the sum of $3,793.02 for 1,920 acres in the O H V Park. Both leases will commence on July 1, 2010 and terminate on November 30, 2010. set the necessary dates for the public reading of said documents. This site will be added to the county’s list o f significant aggregate pits. The court conduct ed the following business: Public Health Depart ment C ourt’s Discretionary Fund (Tippage fees not tax dollars) allocated the following funds: $520 to Morrow SWCD for hem lock control in Heppner, Lexington and lone. This is a safety issue for the children that fish is those areas; $375 to the H ep pner Pheasant Club for the construction o f safe harbors for the rearing o f pheas ants; $1,000 to the Stokes Landing Senior/Com m u- nity Center; $1,000 to the Health Program. Beginning July 1,2010 Morrow Coun ty will be paying Umatilla County a monthly fee o f $1,320 for their services this reflects a 20% increase. However, this is the first increase since the program was initiated in 2005. W illow C reek Wind Fund The court instruct ed Gail Gutierrez, county treasurer, to issue a check to the lone C om m unity A gri-B usiness O rganiza tion (1CABO) a check in the amount of $40,000 from the Willow Creek Wind Fund. Miscellaneous IGA Reviewed and ap proved an Amendment to an Intergovernmental Agree ment (IGA) between Uma tilla and M orrow C oun ties for the Environmental Reviewed and ap proved a couple o f Resolu tions regarding the transfer ring o f county funds from one account to another. R eview ed and approved amendment #1 to contract # 128311-1 with the State o f Oregon and the Health Department. Reviewed and approved contract # 132026 with the State o f Oregon, for the Department o f Hu man Services for all servic es for the 2010-2011 year.
