Morrow County Court weekly meetings held The Morrow Coun ty Court met on May 26 in Heppner with Judge Tail- man, Commissioner Grieb, and Commissioner Rea in attendance. Follow ing is a summary o f the meeting provided by Leann Rea. The court reviewed and approved the minutes from the May 12 and May 19 meetings. The court reviewed and approved account pay ables, payroll payables and a final payroll in the net total amount o f $ 186,990.01. Road Report Lexington Grange Road: Finished paving this road May 25. After the road cures for a short time the crew will go back and pull the shoulders up to the new mat and paint stripe. This project finishes up the paving for this fiscal year. Weather Damage: The crew went back to Social Ridge Road to finish up the shoul der work and clean out and fill in some o f the ditched that were dam aged from the recent storms. The crew will then continue working on other roads in the Lex ington area that were also damaged from the storms. Road Grading: There are two graders out finishing up on the gravel roads. One grader is in the Ditch Creek area working (will finish today) and then will move down to the Lexington area to touch up some roads that were damaged from recent storms. The other grader is working in the Parkers Mill area. Road Sweeping: The The Morrow Coun ty Court met on June 6 in Boardman with Judge Tail- man, Commissioner Grieb, and Commissioner Rea in attendance. Follow ing is a summary of the meeting provided by Leann Rea. The court reviewed and approved the minutes from the May 26 meeting. The court reviewed and approved account pay ables in the net total amount of$122,832.20. Road Report Weather damage: T he g ra d e rs and dum p trucks have been w o rk ing on fixing washouts in num erous p laces. Som e areas just needed graded, however, other areas are requiring base rock and gravel to repair the road and shoulder damage. The crew has repaired spots on Nolan R oad and Social R idge Lane. Base rock has been hauled to areas washed out on Baseline Lane, currently covering the base rock with gravel. Then the e q u ip ment will move to Nichols Lane and Lovgren Road crew is sweeping Willow Creek Road today and will continue with sweeping the south end roads. Permits: The following permits were review ed and approved: Umatilla Electric Coop for underground utility beside Eighth Road West in Irri gon and Umatilla Electric Coop for underground util ity crossing on Riverview Lane near Paterson Ferry Road. Road Vacation: Mr. O ’Brien provided the court with a letter he had writ ten regarding the vacation o f a portion o f M orrow County Road #971. A Pub lic Hearing date will be set later to resolve the matter. Bid award: On the recom m endation o f the Public Works Department the bid to replace the Courthouse windows was awarded to Bergerson Cedar Windows Inc. o f Hammond at a cost o f $96,425, funded by the Energy Efficiency and Con servation Block Grant. The court conduct ed the following business: E quity Fund: A request from a local business for a loan in the am ount o f $35,000 with a seven year payback from the Equity Fund was review ed and approved. The court learned that there was a need for new representatives for the Equity Fund Loan Commit tee. If you are interested in serving on this committee, please contact Karen Wolff. Discretionary Awards: The court review ed a request for a total o f $2,500 from the H eppner Elem entary Reading Opportunities for Every Student (HEROES) and from the Parents for P arents (P F P ) program . After reviewing all infor m ation the court decided to award the request from the C ourt’s Discretionary Fund. Contracts: Reviewed and signed a contract with the State Marine Board to provide services and pro mote safe boating practices in the amount o f $41,689. R eview ed and approved the Flexible Service Main tenance A greem ents be tween the county and the five communities to jointly utilize road m aintenance resources. Reviewed and approved the eighth amend ment to the contract with the D e p a rtm en t o f H u man Services. The court authorized the treasurer to invest county funds. Mise.: Ms. Childers, county clerk, provided the court w ith information regarding the possible need to update the county policy regarding the use of tobacco. Reviewed and approved the request from the lone Little League to modify their Needs and Issues project. Reviewed and requested more infor mation regarding changes to the County Fee Schedule. The Crusher Crew has been making repairs and work ing on the guards for the crusher in preparation to start crushing the rest o f the material at the Clarks Can yon pit. Bid Openings: Bids for a Belly Dump Trailer from Northwest Equipment Sales, Woodpecker Truck, Bruckners, and ATOKAD Bodies Inc. were opened. Once the specs for the bid are rev iew ed , the Road Department will come back to the court with a recom mendation to purchase. Pur chase Pre-authorizations: The court approved the purchase of a Walk/Roller compactor for the grader in the amount of $ 19,300. The lease/purchase o f a 2010 motor grader was approved. The total purchase price is $245,046 with lease pay ments o f $26,628 per year. Public Hearing The co urt rev iew ed the 2010-2011 budget and re quested that staff prepare an order to be signed at the June 17 court meeting . Boardman Fire Fighters hosting amateur rib cook-off The Boardman Fire Fighter Association (BFFA) w ith the su p p o rt o f the Boardman Fire Corps will host a barbequing competi tion on July 4th of this year. C ontestants w ill vie for the honor o f being the first Scorchin’ Summer Amateur C ook-O ff M aster, a first place award, and a barbeque grill valued up to $500. Sec ond and third place finishers will receive appropriate awards and prizes. The In a u g u ra l Scorchin’Summer Amateur Cook-Off will raise money through contest entry fees and raffle for prizes to help support the local fire dis trict. The contest is to be held at the Boardman City Park on NW Park Avenue. ALL NEWS AND ADVERTISEMENT DEADLINE: W c i l MONDAYS AT 5:00 P.M. t The contest entry fee is $60. The meat to be used in the contest will be provided by contest organizers. Entries will be accepted until 5 p.m . Contestants will start their preparations after the cooks m eeting and will present their entries to the judges in the afternoon after Board- m an’s 4th o f July Parade. An awards ceremony will follow soon after judging is com pleted. Information on fire prevention, public edu cation, and the Boardman Fire Corps will be provided by the BFFA and Boardman Fire Corps members. A day full of activi ties and the fireworks can be enjoyed by everyone at the Boardman Marina. T h e BFFA is a non- profit organization whose mission is to provide supplemental funding to the Boardman Fire District for training, fire prevention, public education, and re cruitment and retention of volunteers. The Boardman Fire Corps helps support the district by providing much needed non-fire fighting personnel for logistical sup port during large fires, large public events and public relations.
