Heppner Gazette-Times, Heppner, Oregon Wednesday, April 21,2010 USDA extends sign-up for emergency assistance to eligible producers Lynn V oigt, E x ecutive Director o f USDA’s Farm Service Agency in O regon an n o u n c ed that USDA w ill accept late- filed applications for the Emergency Assistance for Livestock, Honeybees and Farm-Raised Fish Program (ELAP) for losses that took place in c a le n d a r y ears 2008 and 2009. ELAP sign-up end ed on December 10, 2009, for 2008 lo sses and on February 1, 2010, for 2009 losses. However, because of changes to program eligibil ity provisions, FSA is now accepting late-filed appli cations for 2008 and 2009 livestock, honeybees, and/ or farm-raised fish losses through May 5, 2010. Morrow County Court weekly meeting held The Morrow Coun ty Court met on April 14 in Irrigon with Judge Tail- man, Commissioner Grieb, and Commissioner Rea in attendance. Follow ing is a summary of the meeting provided by Leann Rea. The court reviewed and approved the court min utes o f March 17 and 24. The minutes for the April 8 special meeting with the Court, the Port o f Morrow, the City o f Boardman and Portland General Electric representatives were also approved. The court reviewed and approved payroll pay ables, account payables and March retirement taxes in the net total amount of $172,367.42. North M orrow Vector Control Greg Barron, man ager o f North Morrow Vec tor Control D istrict, pro vided the court with infor mation regarding proposed plans to m anage possible West Nile Virus out breaks this summer and early fall. It appears the stats regarding incidents and referrals are comparable to last year’s numbers. Gang activities in the county were discussed. The court was surprise that some o f the problems are appearing in youth as young as 11 and 12 years of age. There was then a discussion regarding bullying. Meier assured the court that the schools have a zero tolerance policy for bullying. The court conduct ed the following business: The new document regard ing “Public Procurements for Goods or Services” was review ed. A correspondence regarding the need of some additional language was reviewed. County council, Ryan Sw inburnson, will incorporate these sugges tions into the document and bring back to the court at a later date. This new policy would impact the sheriff's departm ent, the road de partment, the health depart ment., the CSEPP program and any other department that may be using federal grant funding.
