SIX - Heppner Gazette-Times, Heppner, Oregon Wednesday, March 17,2010 Morrow County Court weekly meeting held The Morrow Coun ty Court met on February 24 in Heppner with Judge Tail- man, Commissioner Grieb, and Commissioner Rea in attendance. Following is a summary of the meeting provided by Leann Rea. The court rev iewed and approved the minutes of February 17. The court reviewed and approved accounts payable, retirement taxes, and payroll in the net total amount of $ 108,801.08. Road Report The cattle guard on Strawberry Lane has been installed; all the signs on Bombing Range Road and Hwy 207 have been moved to new locations and replaced as needed. Part of the guard railing has been put up. We are waiting for the rest of the order to arrive so we can finish the guard railing and open up the road by this weekend. The new inlet ditch to the large culvert has been completed with rip-rap material. The crew is now working on using material from the south side o f Hwy 207, hauling it to the north side and using that material to fill in steep slopes and holes where the old intersection was located. The crew is working on the south side o f the project and as of today has it almost to sub grade. South End Transfer Site - Miller and Sons have finished the concrete and block work for the two new bin sites. The crew will fin ish it later with metal rail ing and pavement, which will depend on weather. Road G rading - Two of our graders out grading the gravel roads. One grader is working in the Upper Rhea Creek area and one is in the Alpine area. Bid Opening - Bids for portable toilets and for asphalt were opened. The Road Depart ment will review the bids for completeness and make recom mendations to the court at a later date. Sheriff’s Sale The court reviewed the results o f the recent Sheriff’s Sale and learned that the one parcel in Hep pner sold. There are still six lots in Irrigon and a parcel containing 1.48 acres with existing structures located on Bear Lane in the Blake’s Ranch Subdivision that did not sell. The court requested information on how to en gage the services of a real tor to assist w ith the sale of these properties. Public Hearing The court held a public hearing for the pur pose of dedicating a name for a new road. The name of the new road is Kirkpatrick Road, it comes off of Sun flower Flat Road and serves only one property owner. Fair Board H eld a le n g th y discussion with Rene Yo- com regarding allowing the Cowboy Mounted Shooters Association (CMSA) the use of the Wilkinson Arena for practice and special events. An exception to the county policy regarding firearms on county property will need to be approved. The court approved this re quest pending the approval of the county’s insurance provider. The court conduct ed the following business: A lease agreement between the county and the City of Irrigon, for an office for the Veteran Services, was reviewed and returned to the city for minor clarifica tions. A booklet prepared by Kevin Payne from the M orrow County Soil & Water Conservation Dis trict showing the six live stock districts located in the county, complete with metes and bounds descrip tions was reviewed. The court requested that copies be provided to the libraries in the county, the planning department, and the sher iff’s office. The order for the formation of the Uma tilla Morrow Radio and Data District was reviewed and signed. A request to use some of the tourism funds to send Sheryll Bates (Hep pner), Betty Gray (lone), and Diane Wolfe (Board- man) to the G overnor’s Conference was approved. An activity report from the planning department show ing actions for the last three years was reviewed. Mis cellaneous correspondences and notices, for meetings were reviewed. The driver was looking for a restaurant. -BPD received re port of potato trucks parked the wrong way. An officer reported he was out tagging them. -Irrig o n A m bu lance received a request for a response with no lights and no sirens. October 26: Mor row County Sheriff’s Office cited Yulisa Milani Moritoy Rapalo, 21, for Failure to Use Seatbelt/child and Disobeying a Traffic Con trol Device. She was also warned for failure to carry proof of license and failure to carry registration. -MCSO received report that Hermiston Po lice Department arrested Dana Lynne Kelly, 31, on a Morrow County Justice Court warrant for Failure to Pay Fine/Unlawful Posses sion of Marijuana. She was cited and released. -MCSO cited Daniel Luiz Bale, 33, for Driving While Suspended- violation, Failure to Carry Proof of Insurance, Failure to Maintain Lane. MCSO also cited a female subject for No Operator’s License. -MCSO, Boardman Fire Department, Board- man Ambulance, Irrigon Ambulance received report of a motor vehicle accident on 1-84, Boardman. -MCSO received a report from an lone subject that his neighbors were pulling tumbleweeds and the weeds were blowing onto his property. The caller wanted to file a complaint. -MCSO received report of juveniles throw ing something of the bridge over the freeway in Board- man. The police chief talk ed to the juveniles who said if something went off the bridge, it was by mistake and said they would be more careful in the future. -MCSO received a report of a disabled vehicle. The subjects were changing a tire. -MCSO received report of a black lab w ith gold eyes last seen the pre vious Saturday between Hardman and the OHV Park. -MCSO received report of people living in a shed in Irrigon. The report was unfounded. It was just a grain storage shed. -MCSO received report of a diabetic female dazed and confused in Irri gon.
