Birth Announcement Kyrah Joan Sm elser - Jennifer and Josh Smelser of S p o k a n e , WA a n nounce the birth of a daughter, Kyrah Joan Smelser, on Febru ary 22, 2010 at Holy Family Hospital in Spokane, WA. At birth she Kyrah Joan Smelser weighed six pounds, eight ounces and was 19 Vi inches in length. When Ann Murray v isited C ounty D onegal last year and asked what games they play for their celebrations, she was told, “Why, there is no celebra tion without we have the Welly Toss.” Ann shared this information with the St. P atrick’s C om m ittee, the idea was declared “thar barr” (excellent) and the event was added to Hep pner’s Celebration. The event will be held on W. Willow Street beginning at 11 a.m. on Saturday, M arch 13. The competition is broken into four groups, adult m en, adult women, grades 6-12, and grades K-5. The game is played by throw ing a “ Wellington Boot” under hand. The throwing area is marked off for width and distance and the throw s must be within the boundar ies. The event is timed and the contestant is entitled to three throws. Boots vary in size based on the age and for adults, the gender o f the contestant. The rules for playing and scoring are fairly complex and a few deviations w ill be m ade to make the game faster, simpler and to allow more people to compete. C om petition will include prizes for first, sec ond, and third place in each group. A ch a m p io n sh ip throw off between the four group winners, will be held and four grand champions will receive bags of gold. Bring your “Caras” (frie n d s) and c h a llen g e them to beat your “Welly Throw”. This game is played internationally and includes a tw o-day cham pionship event. Water rights forum to be held March 21 W a te r fo r L ife Inc., a n o n -p ro fit organization will be presenting a forum on w ater rights in Oregon on Sunday, March 21, beginning at 2 p.m. at Heppner High School. This event is hosted by W illow C reek Tea Helen Party Patriots. W ater for L ife ’s mission is the protection o f agricultural water rights in the west. Started in 1990 by irrigators in the Kla- math Basin, this member ship organization represents irrigated agriculture’s inter ests in Salem and Washington DC. Willow Creek Day Park to become Turner Day Park Leslie and Janice Paustian The children and grandchildren o f Leslie and Janice Paustian announce the 50,h anniversary of their parents and grandparents on March 22. The couple was married on March 22, 1960 in Winnemucca, NV. Their family includes daughter and husband Deb bie and Bruce Young and grandsons Brandon Young and wife Becky, Matt Young and Luke Young. Willow Creek Day Park, the current name o f the Marina at Willow Creek Reservoir, will be dedicated to Ken Turner and will be named Turner Day Park. A dedication ceremony will be held on Friday, March 12, at 5 p.m. at the view point above the marina. Ken Turner was a founding member o f Wil low C reek Park D istrict and served on the board for many years. It was his vision that became the plans for Willow Creek RV Park and W illow C reek D ay Park. The development of these plans was no easy feat. It involved several governmental agencies and Willow Creek Park District TURNER DAY PARK The Willow Creek Park Dis trict Turner Day Park will be dedicated on Friday, March 12, at 5 p.m. the initial founding o f Wil low Creek Park District. Ken persevered through the many tedious process es, government agreement planning, permits and con- struction. Today these parks see heavy use by residents of the community and visi- tors. The RV Park fills up d uring H e p p n e r’s m any co m m u n ity ev en ts w ith visitors from around the Northwest. Fishermen from surrounding counties start com ing to the m arina as soon as the w eather per- mits. Both o f these parks are assets to the community and without Ken Turner’s vision and determination it is possible that they would not be here today.
