Education Pilgrimage for Youth available Morrow County students ages 16-17, are eligible to apply for the Odd Fellows and Rebekahs United Nations Education al Pilgrimage for Youth. The United Na tions Educational Pilgrim age for Youth Program is an opportunity for students observe the United Nations and listen to behind-the- scenes briefing conducted by specialized U.N. agen cies and departments. Se lected students will also tour New York City, as well as an education tour. The trip is all expenses paid. Applications can be picked up from the local Odd Fellow and Rebekah Lodges. Mr. Bill's Travel ing Trivia will return to Heppner on Saturday, No vember 14, at 7 p.m. at the Heppner Elks Lodge. Teams of up to six members will compete for prizes. The cost is $120 per team. Signup sheets are available at the daycare and will also be available that evening at the Elks Lodge. You do not have to be a member of the Elks to play. A dinner of lemon chicken, sides and rolls will be available for $7. Proceeds of the evening will benefit the Heppner Daycare and Pre school. For more informa tion contact Cari Scrivner at 676-8001. Pizza and beverage will be provided. Those planning on attending are asked to RSVP to 676-5536 Marriages Morrow County Clerk Bobbi Childers has re leased the following report of marriage licenses issued: -November 4: Gene Ray Ball, 23, Hermiston, and Christina Lynn Giusti, 29, Hermiston. in Heppner with Judge Tallman and Commission Grieb in attendance. Fol lowing is a summary of the meeting provided by Leann Rea. The court reviewed and approved accounts payable and payroll for a total of $236,250.23. The court reviewed and approved the minutes of October 7 and October 14 meetings. Road Report The crew w ill finish with the work at Cutsforth Park. The cy clone fence around the top of the siphon drain box is complete except for a gate, which will arrive on Friday. The slide has been relocated to a spot away from the road, the gravel along all of the new side walks has been completed and grass seed has been sown in all of the areas that were disturbed. The crew w ill finish with the installa tion of the new vinyl fenc ing along the road near the new restrooms. Have also added some more gravel to the road that will be used to deliver fish to the pond. Graders: The graders are continuing to work around the county. The following areas have been completed this past week - Palmateer Road, part of Baker Lane, Sunflower Flat Road, East of Morphine Lane, the upper end of Little Butter Creek Road, Shaw Grade, Kenny Road, Hardman Ridge Road, Porcupine Ridge Lane. Crusher: The crew continued crushing 1” road rock at the Clarks Canyon pit site. Signage: The crew continued with repairing signs that had been knocked over, miss ing or needed adjustments all over the county. Rock hauling: Hauled rock from the Brenner Canyon pit to the Gabbert Road. Paving: Crestline Paving out of The Dalles started paving on Monday the 26th on Upper Rhea Creek Road between Sanford Canyon and Ruggs. If the weather holds the main road paving will be completed later this week. This is a “stimulus project”. OHV Park Special Youth Hunt The Court heard that there are six tags and that only six applications were received. The tags were issued to Connor Corbin, Michaella Murphy, Tate Gentry, Alana Wilson, and Keenan Helfrecht all from Heppner and to Jenna Taylor of lone. Tippage Awards The court re viewed and approved the recommendation put forth by the Economic Devel opment Committee. The awards are as follows: Boardman - Boardman Community Sports Com plex $30,000; Columbia River Community Health Services new clinic project $10,000; Boardman Park and Recreation District tables and chairs $4,200; for a total of $48,200. Hep pner - City of Heppner’s Little League Hager Park Restroom $18,500; Hepp ner Chamber of Commerce $550; Heppner Senior Cen ter $4,750; Heppner Day care & Preschool $3,700; and the Heppner Booster Club, Fairgrounds/Stadium Snack Shack $9,900; for a total of $37,400. lone - The City of lone’s Street Paving and Repair Project $10,000; lone City Park $5,000; lone Little League $5,000; lone Creative Care Preschool $2,000; lone SMART and Read-N-Play $3,000; and 1C ABO Grow lone, Inc. Emert’s Second Addition $15,000; for a total of $40,000. Lexington - Lexington Water Res ervoir upgrades $28,000; waterproof storage build ing $7,000; and personal protgetion equipment for the fire department $2,500; for a total of $37,500. Ir- rigon - The City of Irrigon received $6,500 for the wa ter line to the Irrigon Sports Complex; personal protec tion equipment for the fire department $15,000; Or egon Trail Library Irrigon Branch $10,000; Irrigon Jr. Sr. High School conces sions facility $7,500; Irrig on Park District Equipment and Shop Building $7,700; and Stokes Landing Senior Center dining hall/kitchen upgrade $8,800; for a total of $55,500. County-wide - The following awards were County Tourism Commit tee $ 1,500; Morrow County Health District for an emer gency services training mannequin $9,500; lone/ Lexington Cemetery Dis trict for cemetery stone res toration $3,000; and North Morrow Vector Control District for a new fogging unit $17,400; for a total of $31,400. The total of all awards is $250,000. The court re viewed and approved a request from the Boardman Senior Center to amend the project description of their 2008 Need & Issues award to allow them to purchase a refrigerator. The court reviewed and approved a request from the Heppner High School/ Heppner Booster Club to extend their 2008 Need & Issues award to December 31,2010. The court reviewed and approved an IGA be tween the State of Oregon, Department of Justice and Morrow County effective July 1, 2009 thru June 30, 2011. This will provide the services of the District Attorney in Juvenile De pendency proceedings and reimburse Morrow County in an amount not to exceed $9,122. Jonathan Enz was appointed to a four year term on the Children and Families Commission. Reviewed various correspondences and meet ing notices. T he M o r r o w County Court met on No vember 4 in Heppner with Judge Tallman, Commis sioner Rea, and Commis sion Grieb in attendance. Following is a summary of the meeting provided by Leann Rea. The court reviewed and approved accounts payable in the amount of $150,074.09. The court reviewed and approved the minutes of the October 21 and Oc tober 28 meetings. Road Report The crew has com pleted all of the work at Cutsforth Park. The gate was installed on the cy clone fence around the top of the siphon drain box, and finished with the instal lation of the vinyl fence by the new restrooms. Also, all of the clean up work has been completed. Pav ing - Crestline Paving fin ished with the paving on Upper Rhea Creek Road on Friday, October 30. It took a total of five days to complete the project. On Monday the crew started adding shoulder rock along the new pavement using a dump truck, grader and road sweeper. Also, put out the center line tabs with plans to stripe next year. Graders - The graders are still working on the gravel roads. Have finished the roads in the Tupper Lane and Sunflower Flower Flat areas and moved to the Homestead Lane area. The other grader is finishing up in the Hardman Ridge area and will be moving to the Valby area, while the other grader is working in the Blackhorse Canyon area. Cattle Guards - The crew repaired two cattle guards, one on Blackhorse Canyon Road and the other on Blake Ranch Road. Sheriff’s Report In the Heppner, lone and Lexington areas heard that there had been a large grass fire and theft of four-wheelers from Mor row County Grain Grow ers. In the Irrigon area heard of a fire in a mobile home at the Country Gar den Estates, a car accident at West Fourth Road and Columbia Lane with six people involved; conduct ed a search warrant and recovered a stolen vehicle; responded to a theft of narcotic medications, and various graffiti incidents arrested a drunk driver and removed two young children. In the Board- man area responded to a call regarding a capsized boat, a potato truck roll over on Bombing Range Road, intercepted a drunk driver going the wrong way on I 84. In the mountains responded to a report of an accidental gun shot wound and a criminal mis chief report of a beef calf having been shot with the removal of the hind quar ters. The court reviewed and approved the new jail bed contract with Umatilla County. The court heard a report from Oregon Wireless Interoperability Network (OWIN) regard ing the integration of a communication system to replace the system that is currently in place through the CSEPP program. This was an informational meet ing only, no decisions were made. Reviewed and ap proved two purchasing pre-authorization requests for two new pharmaceuti cal refrigerator/freezers for the Public Health De partment in the amount of $3,729 each. Reviewed and approved a purchasing pre- authorization request for a new desk-top computer for the planning office in the amount of $1557. Morrow County Court weekly meeting held Heppner Elks Clarence Buchanan Estate Rummage Sale The Heppner Elks is having a rummage sale for the remainder of the Late Clarence Buchanan who left his estate to the Lodge. It will take | place at the lodge on Wednesday Nov. 18th from 6pm-9pm. There will not be any set prices, just a donation jar. There are quite a few books, knick-knack, etc. Annie Elgin will be preparing her usual Wednesday night meal for a reasonable price. FR E E , Fax: 541-989-8352 _________________________________________ E m a il:mcpublicwork@ co.morrow.or.us I Heppner celebrates completion of highway project The City of Hep pner recently held a rib bon cutting event to cel ebrate the completion of the Oregon Department of Transportation’s Highway and Street Enhancement Project. The work included repairs to the Willow Creek (Court Street) Bridge, re building sections of Court Street / Oregon Highway 74 in town, resurfacing OR 74 east of town and constructing new retaining walls, sidewalk and bike lanes in the area. Construction for the project began in mid- March of 2009 and is ex pected to be completed at the end of November. Speakers at the rib bon cutting included: Rep resentative Greg Smith; Mayor Les Paustain; Terry Tallman, Morrow County judge and representative for the North East Area Commission on Transpor tation (NEACT); ODOT deputy director for High way Division Doug Tin / Representative Greg Smith (right) spoke during the ribbon cutting ceremony celebrating the completion of the ODOT Highway and Street Enhancement Project. -Photo by Andrew Sykes dall; ODOT Region 5 Man ager Monte Grove; John Bosch, project engineer for Knife River Construction; and Jerry Wallace, project supervisor for Knife River Construction. The $2.17 million highway project was con structed by Knife River Construction of Bend. Some features of the project that are adding a lot of value for the commu nity include new sidewalks and bike lanes that connect Heppner’s downtown with local schools, the county fairgrounds and popular athletic fields in the area. These much needed im provements have created safer routes for school chil dren and other pedestrians. In addition, the retaining walls along the walkways incorporate a stone-like pattern that mimics the existing stonework around the historic 1903 court house. “Overall, this has been a great partnership be tween the City of Heppner, Morrow County, ODOT and their contractors," said City Manager Dave De- Mayo. »
