al Pilgrimage for Youth.
The United Na
tions Educational Pilgrim
age for Youth Program is
an opportunity for students
observe the United Nations
and listen to behind-the-
scenes briefing conducted
by specialized U.N. agen
cies and departments. Se
lected students will also
tour New York City, as well
as an education tour. The
trip is all expenses paid.
Applications can
be picked up from the local
Odd Fellow and Rebekah
Lodges.

Road Report
The crew w ill
finish with the work at
Cutsforth Park. The cy
clone fence around the top
of the siphon drain box
is complete except for a
gate, which will arrive on
Friday. The slide has been
relocated to a spot away
from the road, the gravel
along all of the new side
walks has been completed
and grass seed has been
sown in all of the areas that
were disturbed. The crew
w ill finish with the installa
tion of the new vinyl fenc
ing along the road near the
new restrooms. Have also
added some more gravel to
the road that will be used
to deliver fish to the pond.
Graders: The graders are
continuing to work around
the county. The following
areas have been completed
this past week - Palmateer
Road, part of Baker Lane,
Sunflower Flat Road, East
of Morphine Lane, the
upper end of Little Butter
Creek Road, Shaw Grade,
Kenny Road, Hardman
Ridge Road, Porcupine
Ridge Lane. Crusher: The
crew continued crushing

between Sanford Canyon
and Ruggs. If the weather
holds the main road paving
will be completed later this

The court reviewed
and approved accounts
payable in the amount of
$150,074.09.
The court reviewed
and approved the minutes
of the October 21 and Oc
tober 28 meetings.
Road Report
The crew has com
pleted all of the work at
Cutsforth Park. The gate
was installed on the cy
clone fence around the top
of the siphon drain box,
and finished with the instal
lation of the vinyl fence by
the new restrooms. Also,
all of the clean up work
has been completed. Pav
ing - Crestline Paving fin
ished with the paving on
Upper Rhea Creek Road
on Friday, October 30. It
took a total of five days to
complete the project. On
Monday the crew started
adding shoulder rock along
the new pavement using
a dump truck, grader and
road sweeper. Also, put out
the center line tabs with
plans to stripe next year.
Graders - The graders are
still working on the gravel
roads. Have finished the
roads in the Tupper Lane
and Sunflower Flower Flat
areas and moved to the
Homestead Lane area. The
other grader is finishing
up in the Hardman Ridge
area and will be moving to
the Valby area, while the
other grader is working
in the Blackhorse Canyon
area. Cattle Guards - The
crew repaired two cattle
guards, one on Blackhorse
Canyon Road and the other
on Blake Ranch Road.
Sheriff’s Report
In the Heppner,
lone and Lexington areas
heard that there had been a
large grass fire and theft of
four-wheelers from Mor
row County Grain Grow
ers. In the Irrigon area
heard of a fire in a mobile
home at the Country Gar
den Estates, a car accident
at West Fourth Road and
Columbia Lane with six
people involved; conduct
ed a search warrant and
recovered a stolen vehicle;
responded to a theft of
narcotic medications, and
various graffiti incidents
arrested a drunk driver
and removed two young
children. In the Board-
man area responded to a
call regarding a capsized
boat, a potato truck roll
over on Bombing Range
Road, intercepted a drunk
driver going the wrong way
on I 84. In the mountains
responded to a report of
an accidental gun shot
wound and a criminal mis
chief report of a beef calf
having been shot with the
removal of the hind quar
ters. The court reviewed
and approved the new jail
bed contract with Umatilla
County.
The court heard
a report from Oregon
Wireless Interoperability
Network (OWIN) regard
ing the integration of a
communication system to
replace the system that is
currently in place through
the CSEPP program. This
was an informational meet
ing only, no decisions were
made.
Reviewed and ap
proved two purchasing
pre-authorization requests
for two new pharmaceuti
cal refrigerator/freezers
for the Public Health De
partment in the amount of
$3,729 each. Reviewed and
approved a purchasing pre-
authorization request for a
new desk-top computer for
the planning office in the
amount of $1557.

Heppner Elks Clarence Buchanan Estate Rummage Sale
The Heppner Elks is having a rummage sale for the remainder of the
Late Clarence Buchanan who left his estate to the Lodge. It will take
| place at the lodge on Wednesday Nov. 18th from 6pm-9pm. There will
not be any set prices, just a donation jar. There are quite a few books,
knick-knack, etc. Annie Elgin will be preparing her usual Wednesday
night meal for a reasonable price.

Heppner celebrates completion
of highway
project
The City of Hep
pner recently held a rib
bon cutting event to cel
ebrate the completion of
the Oregon Department of
Transportation’s Highway
and Street Enhancement
Project.
The work included
repairs to the Willow Creek
(Court Street) Bridge, re
building sections of Court
Street / Oregon Highway
74 in town, resurfacing
OR 74 east of town and
constructing new retaining
walls, sidewalk and bike
lanes in the area.
Construction for
the project began in mid-
March of 2009 and is ex
pected to be completed at
the end of November.

The $2.17 million
highway project was con
structed by Knife River
Construction of Bend.
Some features of
the project that are adding a
lot of value for the commu
nity include new sidewalks
and bike lanes that connect
Heppner’s downtown with
local schools, the county
fairgrounds and popular
athletic fields in the area.
These much needed im
provements have created
safer routes for school chil
dren and other pedestrians.
In addition, the retaining
walls along the walkways
incorporate a stone-like
pattern that mimics the
existing stonework around
the historic 1903 court
house.

tween the City of Heppner,
Morrow County, ODOT
and their contractors," said
