Heppner Gazette-Times, Heppner, Oregon Wednesday, September 30,2009 - SEVEN Sheriff’s Report The Morrow County Sheriff’s Office reports han dling the following busi ness: the roadway and the caller’s pickup and she w anted deputy contact concern ing what the ordinances advice. -MCSO received report that BENT arrested Joe Ernesto Rodriguez, 23, for Possession of Metham- phetamine and a Morrow County parole and proba tion detention warrant. -MCSO received report of two brown horses out in the roadway in Lex ington causing a hazard. Deputy was unable to locate anything. -MCSO cited Carol Marie Burke, 66, for Viola tion of the Basic Rule, 77 mph in a SS mph zone. -MCSO received report from an anonymous Irrigon caller that a male subject is loading up junk vehicles again. The sheriff advised that the subject will be getting the vehicles out. -MCSO received rep o rt from an Irrigon woman that a vehicle had just backed into her vehicle and then a male subject took off in a gold-colored truck. She said she got a good look at him and there was another witness as well. MCSO stopped the vehicle and the parties traded insur ance information. -MCSO received report from a female sub ject that she was invited to a party in Irrigon, but she was afraid to go because the things they were plan ning to do were “scary.” She reported she was sit ting alongside the road by a sign that said Irrigon and. Boardman with arrows on it. She was scared and lost and appeared to be intoxi cated. MCSO arrested Lisa Ann Sterling, 50, for DUII, BAC .19. She was lodged at Umatilla County Jail with $6,000 bail and the vehicle was impounded. -MCSO received report from a Heppner man that he had just stepped out on his deck and heard two .22 shots, with poaching possibly going on. -MCSO received rep o rt from an Irrigon woman that two dogs were on their property, had killed chickens and was chasing after the other animals. -MCSO received report from a Heppner sub ject that his girlfriend was taking him to the hospital because he was having an asthma attack and didn’t have his inhaler. •Boardman Police Department cited Robert Lee Lokken, 25, for Driving While Suspended-violation and Failure to Obey a Traf fic Control Device. -BPD received re port o f a couple o f Rot tw eilers trying to attack other dogs in Boardman. Dogs were transported to the Hermiston Veterinary Clinic. -B P D r e c e iv e d report from a Boardman business owner o f a check forgery in the amount of $487.17. -BPD received re port o f a Port o f Morrow pickup that was backed into. -BPD received re port o f issues at the ma rina. Extra patrol was re quested. -BPD received re port that an ex-manager was on the scene who was yell ing about the new managers moving all his stuff out. BPD officer responded and the problem was resolved. -B P D re c e iv e d report o f a vehicle driv ing poorly, doing “power slides” and spinning around in the streets. -BPD received re port of a leak coming from a residence on Columbia that was going to flood other people’s yards. An officer made contact, the valve shut off and the mayor ad vised as he was taking care of the residence. -BPD received re port that a neighbor’s dog was barking. An officer drove through the area and did not find any dogs bark ing. -L ex in g to n Fire Department, Heppner Fire Department received report of a grass fire behind the caller’s house. -Heppner Ambu lance completed a transport to Pendleton. -Heppner Ambu lance received report of a female in her 50s who hurt her left hip. She was trans ported to Pioneer Memorial Hospital in Heppner. July 11: Morrow County S h eriff’s Office received report from an Irrigon man that two of his neighbor’s dogs killed his sheep. A deputy responded and cited Dolores Rae Gar- cilazo, 20, for Maintaining a Dog as a Public Nuisance. -MCSO received rep o rt from an Irrigon woman that she was having trouble with her 15-year-old son, who pushed her and then the father pushed him. The 15-year-old left on his bike. A deputy responded, spoke with both parties and determined that no crime was committed. -MCSO received request for a funeral escort in Heppner. -M C SO d e p u ty advised he gave three ju veniles a ride from the fair grounds to the laundromat. -MCSO cited Bar bara Lisa Cutsforth, 56, for Failure to Use Seatbelt. -M C SO d e p u ty warned a juvenile concern ing his vehicle’s electrical problem s and no brake lights in Heppner........... -MCSO received a 911 hang-up call from on top of Black Mountain. Everything was okay. -MCSO received request for a deputy from a male subject in Irrigon who said he wanted assis tance in getting a car back from his ex-girlfriend. He said that he let her borrow the vehicle until she got a new one, but she now has a new boyfriend and the new boyfriend has threatened to start a fight. -MCSO cited Craig Evert Enbretson, 53, for Criminal Trespass. -MCSO received report of a fire four or five miles northwest of the OHV park on Forest Service 21 Road out of Heppner. -MCSO received report from the Umatilla County S h eriff’s Office that they found a purse belonging to an Irrigon fe male. UCSO requested that MCSO drop by the female’s residence to let her know to call them. MCSO delivered the message. -MCSO received report from Wasco County that there was a female with a medical condition at a rest stop somewhere between Pendleton and Portland. Wasco dispatch advised the subjects were located. -MCSO received report of a bunch of “loud and obnoxious” people on the private side of Penland Lake. MCSO made contact and determined that they were all over the age of 21 and were settling in for the night. -MCSO responded to assist Gilliam County Sheriff’s Office with a traf fic stop. Deputy advised he was standing down as Oregon State Police was 10 minutes away and would be covering Gilliam County. -M CSO arrested Tony Williams, 49, on a Heppner Justice Court war rant for Failure to Pay Fine/ Criminal Trespass. He was lodged at Umatilla County Jail with $1,088 bail. O SP h ad lo c a l charges and additional war rants. -Boardman Police Department received re port of a fight in progress and the Trail Apartments. BPD arrested Christopher Dewayne Schneider, 26, for DUII, Disorderly Con duct and Driving While Suspended-misdemeanor. He was released on his own recognizance. BPD also arrested John Baxter, 19, for Disorderly Conduct. He was lodged at Umatilla County Jail. -BPD received re port from a woman o f a custody dispute between her and her ex-husband. July 12: Morrow County Sheriff’s Office re ceived report from a woman on Hwy. 730 in Irrigon that she hit a porcupine which did damage to her front bumper and consequently was not able to driver over 30 mph. -MCSO received report o f a GMC Yukon possible involved in drug activity. -MCSO deputy re ported he was out with a woman whose vehicle was overheating. -M CSO received report from the assistant manager at an Irrigon gas station that a subject threat ened the gas attendant when she refused to top off the vehicle. She said the sub ject took the pump out of her hand. -MCSO received req u est from U m atilla County Sheriff’s Office for a marine boat to respond to a 28-year-old female lost at the Columbia River in the water east of the park ing area. -MCSO deputy re ported that he gave a subject a ride to his residence in Ir rigon since his vehicle was disabled. -MCSO received report from a Boardman subject that her son was be ing harassed by a female via the telephone. MCSO made contact with the female and warned her that she would be charged if she called again. -MCSO cited Cyn thia Grace Brown, 47, for Driving While Suspended- violation. -MCSO received report that a vehicle lost its transmission on 1-84 near Boardman. -MCSO received report from an Irrigon wom an that a small dog kept get ting into her yard, causing trouble for her dog. -MCSO cited Do lores Rae Garcilazo, 20, for Maintaining a Dog as a Public Nuisance. -MCSO received report that Pendleton Police Department arrested Lyle Daniel Smith, also known as Lyn Dean Smith, 32, on an Irrigon Justice Court warrant for Failure to Pay Fine-hitchhiking. He was cited and released with $129 bail. -MCSO received report from a Boardman Police officer and a request for an agency assist. He said that he was out with two subjects in Boardman and one looked like he was going to run from him. -Boardman Police officer reported he was flagged down by a subject in a vehicle regarding a civil matter. -BPD officer re ported he was out on foot at the Boardman Marina. -BPD, Boardman Fire Department, Board- man Ambulance received a request for emergency ser vices from a caller who was crying. BPD and Boardman EMS responded. -BPD received re port from a subject that he accidentally ran over a phone box. The phone com pany was contacted. -Irrig o n A m bu lance received request from a MCSO deputy for an ambulance for an elderly unresponsive female. She was transported to Good Shepherd Hospital. -Irrigon ambulance received report from an Irri gon subject that his mother was having a hard time breathing. She was trans ported to GSH. -H e p p n e r F ire Department received re port from an Oregon State Trooper that he was out with a motor home with an engine fire on Hwy. 206. HFD responded and the fire was put out. -HFD received re port of a fire 13 miles south of Echo. HFD, Pilot Rock Fire Department, Echo Fire Department, Lexington Fire Department, Boardman Fire Department and lone Fire Department all responded. The fire was contained without incident. July 13: Morrow County Sheriff’s Office re ceived report that one of the nurses at Pioneer Memorial Hospital in Heppner was mooned by a young male. -MCSO received report that a male subject fell on a downed power line. There were no injuries and no fire. -MCSO cited Ser gio Alberto Valle Rocha, 32, for Driving Uninsured, Leaking Shifting Load, Failure to Register Vehi cle. -MCSO received report from a subject with the city of lone that some one ran over a fire hydrant the previous night. The subject who hit the hydrant also showed up and the issue will be worked out civilly. -MCSO received report of a car that had run off the board in Boardman. The car’s tires were in the ditch. -MCSO received report from an Irrigon woman that she sold a mo tor home and had not re ceived payment for it. -MCSO received rep o rt from an Irrigon woman that she had heard rumors that someone was going to burglarize her house. She advised that she knew who the person was, but would not give the deputy a name. -MCSO received rep o rt from an Irrigon woman that her grandmoth er, who had dementia and Alzheimer’s left the Irrigon Shell station and walked away. She was located and returned to her family. -MCSO received report from a H eppner woman that a vehicle had stopped to try to pick up a 1 4 -y ear-o ld w alking home. -MCSO received report from a Heppner sub ject that his ex is only let ting his son talk to him once a week and sometimes for longer periods. -M C SO , Irrigon Ambulance received re port that a 30-year-old Ir rigon female took a bottle of pills. The female denied taking any medication and denied needing any type of help. The ambulance was cancelled. -MCSO received report of two kids shoot ing hoops at the basketball court behind A.C. Hough ton Elementary School in Irrigon at 9:48 p.m. and the court closes at dark. -MCSO received report from an Irrigon woman that a door and a window of a house facing her house were open and the house had been vacant for about a month. -Heppner Fire De partment received report from Oregon State Police of an outbuilding on fire in Echo. HFD, Boardman Fire Department provided mutual aid with Echo Fire D epartm ent for a large brush fire. -Boardman Police Department received report of a cold burglary at the Napa store. -BPD received re port of a possible MIP party. An officer determined there were no lights and no noise com ing from the apart ment. July 14: Morrow County S heriff’s Office received request to check out a suspicious car parked in front of the caller’s house and across from the school in Irrigon. -MCSO received report of a health-related issue in lone. The subject refused ambulance service and advised they would transport by private ve hicle. -MCSO received report from an Irrigon man that someone was prowling around his truck the previ ous night and left the hood up and the passenger door open. Nothing was reported missing, but the caller’s wife could not start the ve hicle the next morning. -MCSO received report from an Irrigon woman that she let some one borrow her cell phone while she was gone, but the person who had it, gave the phone away. The subject said she would not be re sponsible for the charges and was advised to make a theft report. It was dis covered that the person who had the pays for the phone service and bought the phone, how ever the phone was in the reporter’s name and there was a fall ing out between the two and the reporter wanted her name taken off the plan. It was a civil matter. -MCSO received report that there were tree limbs hanging too far into the road in Irrigon, creat ing a traffic hazard. The city o f Irrigon was to be contacted. -MCSO received report of a semi truck trav eling 85 mph west-bound on Hwy. 74 from the Butter Creek Junction. -MCSO received report of a boat disabled on the Columbia one and a half miles south of the Irrigon Marina. The engine had quit. Dispatch contacted the boat operator who reported that they already had help. The deputy was told to stand down. -MCSO received report of a truck traveling 75-80 mph and tailgating on 1-84 near Echo. -MCSO received request for contact from an Irrigon subject that his neighbor’s dogs keep get ting into his yard and tear ing it up. A deputy made contact with the reporter. -MCSO received report o f screaming and yelling from an lone resi dence. -MCSO received report of a vehicle parked by the railroad tracks in Boardman. The subjects were just taking their dogs for a walk. -Boardman Police Department received report from a Boardman subject that his son was intoxicated and broke a window and he wanted police to respond. An officer responded and advised that the subject was returned home and warned that if he left the residence again he would be cited for curfew. The subject was not MIP-alcohol. He was returned to his mother. -BPD received re port of a restraining order violation at a Boardman residence. -BPD officer ad vised he was out with a male and female at the 1-84 on ramp at Boardman and the male had urinated be side the street. The officer gave the subjects a ride to the Pilot station. -B PD re c e iv e d report from a Boardman subject that a woman had a restraining order out against her and had been calling the protected party at all house o f the night. The caller said she could prove that the other woman had been calling. The officer deter mined that the woman was allowed to call for parenting reasons. -Irrig o n A m bu lance responded to a call. July 15: Morrow County S h eriff’s Office provided agency assist for an arrest in Heppner. -MCSO deputy as sisted a subject in Irrigon with an injured hawk with a broken wing. -Heppner Ambu lance transported a subject to Kadlec Medical Center in the Tri Cities. -MCSO received request for deputies to check out possible stolen items from farmers in the .area. Someone had taken a bolt cutter and cut a cable and power connecter. -MCSO received report of a juvenile in a blue vehicle driving recklessly and at high rates of speed near the comer of Thomp son and Pioneer streets. -MCSO cited Vic tor Becerra Trinidad, 29, for driving 72 mph in a 55 mph zone. -MCSO received report of cattle and horses out on Hwy. 74 in lone. The owner was contacted and was taking care of the problem. -MCSO received report of a subject out walk ing her dog in the heat on the black asphalt in Hep pner. The caller was con cerned about the dog. -M CSO, Board- man Police D epartm ent received report o f six or seven males fighting in Boardman. BPD arrested Gina Maria Perez, 25, on probable cause charges o f Disorderly Conduct II and was lodged at Uma tilla County Jail with $3000 bail. Arturo Francisco Per ez, Jr., 19, on probable cause charges of Disorderly Conduct II and was lodged at UCJ with $3,000 bail. Jo seph Bryan Reymundo, 22, was arrested for Disorderly Conduct II and Carrying a Concealed Weapon and was lodged at UCJ with $6,000 bail. David Joe Vil legas, 23, was arrested for Disorderly Conducts and lodged at UCJ with $3,000 bail. One male who was hit in the face was transported to the hospital by private vehicle. -MCSO received report of a subject shoot ing off a Roman candle on Fuller Canyon Rd., Hep pner. -MCSO received report of loud music com ing from a vehicle in Ir rigon. The vehicle’s owner was asked to turn it down. -MCSO received a report o f ft dog hang ing around at Irrigon High School. -MCSO received report of a car at Lexington Auto Body that turned up on their property and they didn’t know whose car it was. The caller requested extra patrol at this shop. -MCSO received report that Faith A. Snider, 50, was arrested by Wash ington County Jail on an Ir rigon Justice Court warrant for DUII. She was lodged at Washington County Jail on local charges with $6,000 bail. A hold was placed for Morrow County. -MCSO, Boardman Police Department received report of juveniles jumping fences and walking through yards in Boardman. -BPD received re port of graffiti in the park. -Continued on Next Page
