The project will be to construct two (2) rest room/shower facilities. Morrow County will aid in structure preparation/ excavation. The contrac tor will be responsible for all building permits and follow ing all building codes to complete the con struction o f project. The contractor must have a current and valid contrac to r’s license and be able to follow all County, State, and Federal construction, building, and employment laws. He was lodged at Umatilla County Jail with $32,500 bail. -M CSO received report that someone threw something at a window at Green Acres Mobile Home Park. A deputy was unable to locate anything. -M CSO received report that the lone City Park was vandalized the previous night. The caller said he was cleaning the park because o f two par ties to be held that day. He said he would take photos before he cleaned if the deputy could not get there soon enough. -M CSO received report o f a pickup parked in front o f the m otel in Heppner blocking one lane o f traffic. -M CSO received report o f paint ball paint damage at the fairgrounds in Heppner. Extra patrol at night was requested as kids were reported to be hid ing in the arena and other buildings. -M C S O d e p u ty was flagged down by ju veniles who had questions about the algae in the lake. They were referred to a city worker. -M CSO received re p o rt o f a c o n tra c to r dumping waste piles along the roadway in Irrigon and he did not have permission to do so. The under sheriff will investigate. -M CSO received report o f an ongoing issue o f crim inal m isch ief on Upper Rhea Creek. -M C S O c ite d C asey Luna L opez for tam pering with physical evidence. -M CSO received report o f two teens putting another kid into a headlock in Heppner. -M C SO , B oard- man Police D epartm ent received report o f an 85- year-old grandfather miss ing in Boardman. The caller believed he got out o f the fence and advised that he has severe Alzheimer’s and moves very quickly. The subject was found going east-bound on 1-84. June 21: Morrow County S h e riff’s O ffice received report from an Ir rigon subject o f problems with a raccoon. He said that the raccoon tried to get his dogs, but the raccoon went on the roof and the dogs are safe. A trapper was to call the subject, but he called and said the raccoon had left and believed it was after the dog food. -M C S O , B oard- man Police D epartm ent received report that three male subjects came into a yard and stole a pit bull. -M CSO received report that a vehicle that had been tailgating and driving recklessly hit a center divider and was now parked at the Boardman rest area. -M CSO received report o f a neighbor play ing music very loud. The rep o rter spoke to them and they still didn't turn the m usic down, so she requested a deputy to re spond. A deputy responded but was unable to locate any music. I -M CSO received report o f a large cow in the road on Hwy. 74 near Lexington. A deputy was unable to locate anything. -M C SO , Irrigon Ambulance received a re port from an Irrigon wom an that her husband was on an ti-d ep ressan ts and he had been drinking and his behavior changed. She requested a deputy. Irrigon Ambulance responded and checked the subject out. -M CSO received two reports that someone hit a cow on Hwy. 730 near Irrigon and the cow was still alive, but the driver fled the scene. A deputy responded. -M CSO received report o f ID stolen from a Boardman motel. -B o a rd m a n P o lice D epartm ent, Board- man Ambulance received a report o f a 52-year-old w om an w ith abdom inal pain, cram ping and be lieved she may have food poisoning. Boardman Am b u lance w as paged out and she was transported to Good Shepherd Hospital in Hermiston. -B P D r e c e iv e d report from a Boardman wom an that a male sub ject would not leave her residence. The male would find a place for the night. -Heppner Fire De partm ent received report that a subject put his ve hicle in a ditch and was walking up Meyers Lane. Heppner Fire Department, MCSO and EMS respond ed. MCSO arrested Keith R obert D ressel, 42, for DUII/Motor Vehicle Acci dent and Failure to Perform Duties o f a Driver/Property Damage. He was lodged at Umatilla County Jail with $12,000 bail. -Boardman Ambu lance received report o f a Boardman subject having trouble breathing. He was transported to Good Shep herd Hospital. June 22: MCSO deputy reported he was flagged down by a female who said she got a call from her daughter who said someone was outside her window. A deputy respond ed, but didn't find anyone, however there were several cats in the area. -M C S O d e p u ty conducted a field interview with a male in Lexington who said he was getting ready to marry the female who lives there. -M CSO received re p o rt from a H eppner wom an who said her ex wouldn’t let her have the kids for visitation like the papers said she could. The w om an hung up on the person explaining the law to her. -M CSO received report that a mail and paper box was knocked off the post sometime during the previous night in Irrigon. The suspect contacted the victim and the matter will be handled civilly. -M CSO received rep o rt from a H eppner woman that two dogs came after her with their teeth bared. She reported that she threw her box o f seed lings at them and ran back into her house. -MCSO cited Mat thew Alan Bloss, 34, for driving 77 mph in a 55 mph zone. -M CSO received report o f females driving on the sidewalk on Main St. in Heppner. -MCSO cited Mat thew Shane Howard, 42, for Passing in a No Passing Zone. -M C S O c ite d a subject for Speeding. 77 mph in a 55 mph zone. -M CSO received report o f a red Ford pickup driving recklessly on Court St. in Heppner. -M CSO received report o f heavy smoke in Irrigon. The fire depart ment w as paged. -M CSO received report of an old. red Ford pickup with a bund o f kids in the back coming down Dee Cox Road and driv ing o ff the road. C aller believed that the driver may be intoxicated. -M CSO received report of two loud screams in Lexington perhaps from a young boy. Caller said it did not seem to be a playful scream. -M CSO received re p o rt from an Irrig o n woman that a m ale sub ject was at the residence trying to visit his son, but was refusing to leave. She also requested a Spanish speaker. A MCSO deputy was en route to Heppner and Oregon State Police responded. -M CSO received report from an Irrigon sub ject that he came home two days earlier and found a basement window broken out. He later found a hole in the dining room window. -Boardman Police Department arrested David Anthony Patterson, 45, for DUII. He was lodged at Umatilla County Jail with $6,000 bail. -BPD received re port o f subjects shooting off fireworks in the area. -B P D r e c e iv e d report o f a fire at Lamb W eston. The caller said they were welding and the grass fire was spreading quickly and threatening the onion plant. BPD as sisted. -BPD received re port that neighbors were playing music loudly. An officer was unable to locate any loud music. -BPD received re port o f subjects in their yard d rin k in g and then getting into a care headed toward Main St. in Board- man. Officer was unable to locate anything. June 23: Morrow C ounty S h e riff’s O ffice received report o f a buck near lone that needed to be put down. -M CSO received report o f w ater pouring across the road possibly coming from the well. -M CSO received several reports o f a dog in her yard harassing her female dogs in Irrigon. -MCSO cited Da vid Cardenal, 31, for Viola tion of the Basic Rule, 73 mph in a 55 mph zone. -M CSO received report that a cabin at Pen- land Lake was broken into with the window broken out in the back door and alcohol stolen. -M CSO received report from a crisis cen ter in C alg ary A lb erta, C anada, that they had a female on the phone at a gas station in Boardman threatening suicide. MCSO and Boardman Police De partment responded and a behavioral health worker was also en route. -M CSO received re p o rt from a H ep p n er subject that a m ale was contacting his ex against a restraining order. -M CSO received report o f four teenagers go ing down to the swimming hole in Irrigon. A deputy resp o n d e d and ad v ised they were given a verbal warning for using the park after hours and using the equipment. -Boardman Police D ep artm en t, B oardm an Ambulance received report that a ladder c o lla p sed and a 40-year-old subject had fallen and was uncon scious. The subject was transported to Good Shep herd Hospital.
