Officer spoke with both parties -H eppner A m bulance received report of an elderly female who was not responding, but was conscious and breath ing. She was transported to Pioneer Memorial Hos pital. -Boardman Fire Dept, received report of a one-vehicle non-injury accident on Hwy. 730. The vehicle hit the guard rail, but three females in side reported no injuries. The vehicle was blocking the east-bound lane and was not drivable due to damage. F eb. 2 3 : M or row County Sheriff’s Of fice received report of gunshots coming from the back of her property where horses were kept in Irrigon. The under-sheriff responded but was unable to locate anyone, how ever he did see a vehicle that took off at a high rate of speed headed toward Irrigon. -M C S O c ite d Ray Leon Moody, 38, for Violation of the Speed Limit, 39 mph in a 20 mph zone. -MCSO received report from and Irrigon man that his wife gave out her credit card number to someone calling concern ing W ashington, D.C., economic relief. He was concerned about a scam. He was advised to call the credit card company and cancel the card and be on alert for any activity on the card. -MCSO arrested Keith Alan Buck, 39, on Malheur County warrants for two counts of Failure to Appear/Failure to Ap pear and two counts of Failure to Appear/Forg- ery. He was lodged at Umatilla County Jail with $5,000 bail. -M C S O c ite d Cruz Castellanos Ruelas, 25, for Driving While Suspended-violation. -MCSO received report from an Irrigon man that his 11 -year-old daughter was receiving inappropriate calls and messages. MCSO made contact with the suspect and left a message to stop calling her phone or let the sheriff's department know if they had called her number by mistake. -MCSO received request for contact from a Heppner woman who said someone had been slandering her name on Craig’s List and she be lieved she knew who it was. -MCSO, Irrigon Ambulance received re port o f a motor vehicle accident with someone hitting a cow at Hwy. 730 and Rand Rd. in Irrigon. -MCSO received report of a prowler spot ted with a ski mask and dark clothing at a resi dence near N inth and Idaho Ave. in Irrigon. -MCSO, Irrigon Ambulance received re port of an 11 -year-old in Irrigon who was playing basketball and was having a hard time breathing. She was transported to Good Shepherd Hospital. -MCSO received report of loud music at a residence on Aiken St. in Heppner. OSP responded. People at the residence had turned the music down and said they would keep it down. -Boardman Po lice Dept, received a call from a subject who was concerned about a child. Feb, 24: Morrow County Sheriff’s Office cited Rhonda Lee Kent, 35, for No Operator’s Li cense and Failure to Carry Proof of Insurance. -MCSO received report from an Irrigon man who said his neigh bor complains about his truck running. Deputy made contact and told her there were no noise ordi nances that prevent the neighbor from starting his truck and she was to stop calling him. Deputy also advised the man to call the sheriff’s office if she continued to call him. -MCSO received report of a large black cow in a field with no fence on Eighth and Kan garoo Court in Irrigon. -MCSO arrested Shawn M ichael C han dler, 30, Irrigon, on a Umatilla County Circuit Court warrant for Failure to Appear/DUII. He was cited and released. -MCSO received report that the 911 sys tem in the elevator at the Heppner Senior Center and some kids had been seen spraying soda on the tiles. -MCSO received report that Kimberly Ann Hixson, 42, was arrested by Hermiston Police on an Irrigon Justice Court warrant for Failure to Pay Fine/Theft II. She was to be lodged at Umatilla County Jail with $1925 bail. -MCSO received report from a Boardman man th at his s is te r ’s boyfriend was punching things, being hostile and kicked him in the leg. -MCSO received report o f a brindle pit bull found on Sunflower Flats. -MCSO checked on a location for Michelle Ann Stephens, 35, who » was arrested on an Irrigon Justice Court warrant for Failure to Pay Fine/Driv- ing While Suspended. -Boardman Po lice Dept, trespassed a male subject from the Boardman Head Start building. -BPD received report of two suspicious males behind a gas sta tion in Boardman. They told the officer they were looking for cans. -BPD arrested Roberto Carlos Bernal Ruiz, 25, for Domestic Violence charges of Men- acing/A ssault IV/ H a rassment and Disorderly Conduct. He was lodged at Umatilla County Jail with $18,000 bail. -Irrigon Ambu lance received report of a 65-year old male com plaining of severe abdom inal and back pain with vomiting. He was trans ported to Good Shepherd Hospital. -Boardman Am bulance received report from a subject that she believed her 65-year-old was possibly deceased in his room. She checked on him and believed he was dead. Feb. 25: Morrow County Sheriff’s Office arrested Cassandra Wood, 30, on a Powell County M ontana, w arrant for Criminal Possession of D angerous Drugs and Precursors of Dangerous Drugs. She was lodged at Umatilla County Jail with no bail. -M C SO c ite d Donita Elaine Counsell, 33, for Driving While Suspended-violation. -MCSO received report of a dog and a litter of puppies at Hwy. 74/1- 84 near Boardman. -MCSO received report that H erm iston Police Dept, arrested Eric Alan Brown, 49, on Uma tilla County warrants. He was lodged at UCJ with a hold placed for an Irrigon Justice Court warrant for Failure to Pay Fine/Theft II with $854 bail. -Boardman Po lice Dept, received report of a male in a vehicle who seemed to be disoriented. He had a history of epi lepsy, but no emergency response was required. -BPD received report that a kid may have a knife in his backpack. An officer advised that the principal had the situ ation under control. -BPD cited Mi chael Dean Disselbrett, 25, for Failure to Obey Traffic Control Device/ Stop Sign. -BPD received report from an off-duty deputy that a male had walked out of a grocery store with something un derneath his coach. BPD arrested Rojelio Mendoza Madrigal, 73, for Theft III. He was cited and released and trespassed from the store. Feb, 26: Morrow County Sheriff’s Office received report of a single gunshot west of the saw mill near Boardman. A deputy was unable to locate anyone or any tire tracks. -MCSO received report of heavy snowfall in Morrow County from Heppner to lone. -MCSO received report of a single vehicle non-injury rollover in volving a red Ford Ranger pickup. The driver was given a courtesy ride to court and the d riv er's father was to tow away the trailer. -MCSO, Heppner Fire Dept., Heppner Am bulance received report of a while house in Heppner with smoke coming out of the furnace. -MCSO arrested Michael J. Filarski, 27, on a Hermiston Municipal Court warrant for Failure to Appear/DUII. He was also cited for Driving While Suspended-viola tion and released. -MCSO arrested Robert Scott Martin, 37, on a circuit court warrant for Failure to Appear/ Strangulation/Flarass- ment. He was cited and released. -MCSO received report of a two-car non- in ju ry m otor v eh icle accident. A 94-year old w om an was cited for Dangerous Left Turn. -MCSO arrested Ross Carlisle VanEtta, 28, on a circuit court warrant for Grand Jury Indictment/ Unlawful Possession of Methamphetamine. The warrant was served while he was lodged at Umatilla County Jai 1 with $ 10,000 bail. -MCSO cited a juvenile for Violation of the Basic Rule, 71 mph in a 55 mph zone. -M C S O c ite d Chad Henry Peck, 42, for Violation of the Basic Rule, 81 mph in a 55 mph zone. -MCSO arrested Ramiro Mendoza Roque, 30, on a Hermiston Police Dept, for Contempt o f Court/DUII, Illegal Stop/ Possession of Less Than One Ounce of Marijuana/ Drug Paraphernalia. He was lodged at UCJ with $10,000 bail. -MCSO received a request from a man who asked if his daughter had been arrested. He was ad vised no females had been arrested from Lexington that day. -MCSO received report of unknown vehi cles drag racing on Kunze Lane/Paul Smith Road in Boardman. -MCSO arrested Richard David Mary, 50, on a Hermiston Police Department warrant for Contempt of Court/DUII. He was lodged at UCJ with $10,000 bail and his vehicle was towed. -Boardman Po lice D ept., Boardm an Ambulance received re port of a subject’s daugh ter having trouble breath ing and turning purple. Transport was refused. -BPD cited Joel Gomez Cubillo, 24, for No O perator’s License and was warned for un lawful lighting-blue lights under the car. The vehicle was towed. F e b . 2 7 : M or row County Sheriff' Of fice, Irrigon Ambulance received report from an Irrigon man who said his 66-year-old wife was having trouble breath ing and chest pains from coughing. She was trans ported to Good Shepherd Hospital in Hermiston -MCSO received report o f a minor motor vehicle accident that oc curred the day previous -MCSO received report at the wildlife ref uge area of a boxer tied up with a rope & the dog could only stand. When it tried to sit it hung itself t and died. -MCSO arrested Maria Caldone Castro, 56, on six counts of Forgery I and six counts of identity theft. She was lodged at Umatilla County Jail with $90,000 bail. -MCSO received report from an Irrigon woman that she dropped off her husband, 59, who has short-term memory loss, at the wildlife ref uge. He was supposed to be back at a certain time, but had not returned. He later returned home. -MCSO received report of an intoxicated subject walking on Main St. in Boardman at the 1-84 bridge. A deputy advised him to stay off the road. -Boardman Po lice Dept, received report from a Boardman subject that her brother had sent her threatening Myspace messages. No crime had been committed. -BPD cited Ty Allen Arbogast, 39, for Violation o f the Speed Limit, 50 mph in a 30 mph zone. -BPD cited Ana Maria Villegas Salazar, 31, for VBR, 52 mph in a 35 mph zone. -BPD arrested Casey Luna Lopez, 18, for four counts of Reck less Endangering and is sued the subject a citation for Possession of a Con trolled Subject-marijuana. The subject was released on his own recognizance. A juvenile male was also cited for Less than One Oz. of Marijuana. -Boardman Am bulance received request for a 62-year-old female who was dizzy and unable to stand. She was trans ported to Good Shepherd Hospital. Feb. 28: Morrow County Sheriff’s Office cited Benjamin Wayne Mills, 20, for Violation of the Speed Limit, 75 mph in a 65 mph zone, and Driving While Suspend ed-violation. -MCSO received report of verbal dispute at an Irrigon residence. According to reports, the female took a phone out of her purse to make a call and the male ripped it out of her hands. -MCSO received report of juveniles throw ing rocks at the old city hall building in Irrigon. A deputy was unable to locate any juveniles and did not see any damage done. -MCSO arrested Christian Velasco, 33, on a Hermiston Police Dept, w arrant for Failure to Appear/Harassment. He was lodged at Umatilla County Jail with $10,000 bail. -MCSO received report of at least 25 gal lons of fuel taken from three of the subject’s ve hicles over the last few days in Lexington. -Boardman Po lice Dept, cited Ernest Quay Lundeen, 31, for VSL, 53 mph in a 30 mph zone. -B PD c ite d a male subject for Failure to Use Seatbelt-passenger. March 1: The Morrow County Sheriff’s Office received report that Baker City Police arrest ed Clifford Lee Parker, 28, on an Irrigon Justice Court warrant for Failure to Pay Fine/DUII. He was lodged at Baker County Jail with $1,551.85. -M C S O c ite d Roger Warren Jenkins, 66, for Violation of the Basic Rule, 74 mph in a 55 mph zone. -M C S O c ite d Patrick Gale Wilson. 55, for Violation of the Speed Limit, 84 mph in a 65 mph zone. -M C S O c ite d Joshua Steven Sadler, 20, for VSL 86/65. -M C S O c ite d Marlene Buckner, 42, for VSL 89/65. -MCSO received report from the Umatilla County Sheriff’s Office that they had received a phone call from a family up in the mountains, 16 miles from Ukiah and 32 miles from Heppner. They had an eight and a five-year old and a 24- year-old female. MCSO found all of the missing individuals and trans ported them to Irrigon. -MCSO received report from an Irrigon man that he was being kicked out of his residence and wanted a stand-by to re trieve his belongings. -MCSO received report o f a van-load of teenagers smoking pot inside a maroon broken- down van in Irrigon. -M C SO , H ep pner Fire Departm ent, Morrow County Grain Growers received report of a leaking propane tank that appeared to have been tampered with. -Boardman Po lice cited Juan Carlos Ruiz G om ez, 18, for Driving While Suspend ed-violation. -BPD cited Ter rell Lee Rae, 43, for No Operator’s License. -BPD cited Se- rafin Ramos Roque, 35, for Failure to Wear Seat belt-child. -BPD cited Rosa Guadalupe Salazar, 31, for VSL, 44/25. -BPD received rep o rt from a B oard- man subject that there were fresh cigarette butts near the garage and the swing in the back had been pushed over. The reporter said a subject had been arrested there before and the reporter was concerned that he was back. -Heppner Ambu lance received report of a male in Heppner who had influenza and cancer that had spread to his lungs. March 2:-MCSO received a report from a male subject who stated that he had been in a roll over accident. The man stated that he believed his back was broken and his shoulder injured. The subject admitted to have been drinking. MCSO, Heppner Fire, Heppner A m bulance, and OSP responded. -MCSO assisted Umatilla PD with traffic control for a trailer fire. -MCSO received an EMS call for a 58 year old male who was having difficulty breathing and had been vomiting. The patient was transported to Good Shepherd Hos pital. -MCSO received a theft complaint from a male subject who stat ed that he had given his friend his house keys, wallet and $300 to pay insurance when he went to jail in February. The subject stated that his friend took the money and did not pay the insur ance and now the money is gone. -MCSO received a call that stated that the caller had received a call from one of her bus driv ers who stated that two people were standing out side of their house and that there was smoke coming out of the house. Irrigon Fire, Irrigon Ambulance, MCSO, and Boardman Fire all responded. f
