It does three things: 1) It allows the City to reimburse Ferguson engineers for work on the Court street project; 2) It allows the City to pay ODOT the $10,000 dollars that it promised to ODOT three years ago towards the project, and 3) it creates a place for future revenues and expenditures that may occur as a part of this project. Affidavit < Sykes named County Planning Chair David Sykes, Heppner, was named chairman of the Morrow County Planning Commission at its meet ing last Tuesday night in Irrigon. Sykes replaces Leann Rea who resigned from the planning commission after being elected to the Morrow County Court. Sykes had been serving as vice chair o f the commission since November, 2008. He is the president o f Sykes Publishing, LLC which publishes the Heppner Gazette-Times News paper and also operates Rapid Print in Pendleton. He is also Owner/ Broker o f Sykes Real Estate, and has lived with his wife April and family in Heppner since 1980. Applications being accepted for Maryan McElligott Memorial Scholarship The Oregon Assistance Commission is accepting applications from lone High School graduates for Mary an McElligott Memorial Scholarships for the coming 2009- 2010 school year. The fund awards scholarships to second, third and fourth year students attending post-secondary institutions that participate in the federal title IV students financial aid programs. The scholarships are available to lone graduates who are attending schools either within Oregon or out o f state.
