Her office is located at 133 May Street in Heppner, inside the Dickenson Chiropractic office. A fter six years o f living in Portland, Smith returned to Heppner to open her massage office. She of fers Swedish, deep tissue, pregnancy and hot stone massages. Born and raised in Lexington, Smith is a 2002 graduate o f Heppner High School. She graduated in June 2005 from the O r egon School of Massage in Portland. She is nationally certified in massage therapy and is licensed by the state o f Oregon. She has been work ing in Portland for the past three years but returned to Heppner to attend classes at Blue Mountain Community College and to be closer to her family. “I am excited to be back in such a supportive community and 1 am pleased that Tim’s (Dickenson) and my p ro fessio n s com pli- U m atilla-M o rro w Head Start, Inc. announces that the follow ing C hild Care Resource and Referral classes will be held during the month o f October. -M edic First Aide and CPR will be held Octo ber 8 and 9 from 6-10 p.m. each night in Herm iston. The cost for this class is $40. This is a two year certifica tion course. Pre-registration and pre-payment is required, only 12 slots av ailab le. Students must attend both nights. -Family Child Care Overview will be held October 13, from 6-9 p.m. in Pendleton. This is a free class. This class is required by the Child Care Div ision for anyone wishing to be come a Registered Family Child Care Provider, and for indiv iduals that want to learn more about Oregon's laws governing child care. -Children with Dis abilities will be held Octo ber 23 from 6:30-8:30 p.m. in Pendleton. The cost for this class is $5. -How to Become a Certified Family Child Care Home (per request) will be held October 27 from 6:30- 8:30 in Pendleton. There is no cost for this class. AFP protecting your double-majority law Once again, Oregonians must wonder if our legis lature has a hearing problem. Voters have twice backed a law saying that any property tax hike proposed in special elections pass by a majority o f those voting in an elec tion w here a majority o f eligible v oters cast ballots. This requirement is commonly called the “Double-Majority Law,” and AFP wants to protect it. In defiance ofthe voters' w ill, our legislature placed Measure 56 on November’s ballot. The measure would severely undermine the Double-Majority Law, lifting the law’s impact on all but a handful o f elections. The Double-Majority Law is based on the idea that government should not be able to slide tax hikes under the radar of voters during special elections. The belief is that if government w ants to use force to extract tax money, it has a minimal obligation to make its case in a way that is compelling enough to inspire a majority o f v oters to cast ballots. Those supporting Measure 56 complain that the Double-Majority Law forces tax requests to be clustered on primary and general election ballots where a double majority is not required. Measure supporters believe that if tax requests are spread out, people w ill be more inclined to pass them. They cite special districts where tax proposals needed to be placed on the ballot two or three times before they ultimately passed. Opponents o f Measure 56 reply that, since the requirement took effect, only twelv e percent o f hundreds of local tax requests failed because o f the Double Ma jority Law. They believe that clustering tax proposals serves an educational function by helping people see the cumulative costs of government. Removing the require ment, they say, takes unfair adv antage o f people w ho may forget what taxes they previously voted on in a flurry o f special elections. And if tax proposals fail, they say, it can be said that tax proponents simply didn’t make their case well enough. Americans for Prosperity stands firmly behind Or egon’s Double Majority Law and the voters who passed it - twice. If you do not want to find yourself caught in a hail of tax hike proposals in obscure special elections, help AFP fight it by getting involved in your local AFP chapter.
