SIX - Heppner Gazette-Times, Heppner, Oregon Wednesday, June 27, 2007 Sheriff's Report Morrow County Sher iffs Office reports handling the following business: -M C S O re c e iv e d several reports o f mail boxes smashed in Irrigon. -MCSO received re port from an Irrigon man th at the n e ig h b o r’s dog jumped the fence and killed his puppy. C'hantell Leone Lynn Moreno, 26, was cited for Maintaining a Dog as a Public Nuisance. -MCSO, BPD, BFD, Boardman Ambulance re ceived report o f a cloud o f dust and m otorcycles stopped around a vehicle off the road on 1-84 in Board- man. OnStar had received emergency activation. -M CSO arrested a male subject for DUII in Heppner. He was cited and released. -MCSO received re port o f a fight in progress in Boardman. It was a pushing match and deputy controlled the fight. -M C SO , BPD re ceived report o f a domestic dispute in progress. -MCSO deputy was flagged down and advised there was a suspicious ve hicle parked outside the subject’s house. -BPD received re port o f a man or clothing and packages lying in the Boardman City Park. The subject was contacted and he said he was just enjoying the day. -BPD, BFD received report of a possible fire at the marina. It was a controlled bum. -BPD cited Moises Castillo Guerrero, 27, for Possession of Less than One Ounce of Marijuana. -B P D re s p o n d e d with MCSO as a cover unit for a fight in Boardman. -BPD received re port o f a noise, possibly a domestic dispute in progress. The call was unfounded. Ju n e 7: -MCSO re ceived a report o f a male subject swearing and caus ing problems, it was deter mined to be a verbal dispute. Alan Dewayne McHan, 42, was arrested for Driving While Suspended M isde meanor. -MCSO received a report o f a brush fire near 1-82. The call was trans ferred to Hermiston. -M C SO re c e iv e d a report o f five Hispanic males at a residence looking at a car. Reporter thinks they are going to steal it. -MCSO a civil com plaint w ith the reporter stat ing that her ex-husband took her son's phone away. The mother bought the phone for the child and wants to know if it is considered theft. The incident occurred in Union County. A deputy contacted the reporter and told her the options. -MCSO issued a ci tation to Jamie Lynn Hughes, 27, for going 94 mph in a 65 mph zone. -MCSO received a report o f a theft o f a tack from a horse trailer. The saddle, bridle and breast collar were missing. -MCSO received a report o f an open door. The door had been removed. -MCSO received a report o f a vehicle with an open door. The driver had left the door open. -MCSO deputy was out with a male subject who advised he was working in the area and would be stay ing at the motel. -MCSO arrested An thony Thomas Toombs on a Morrow County Circuit C ourt w arrant for Grand Jury Indictm ent. Original charges are Rape 111, Sexual Abuse III. A hold was also placed for Hermiston war rant for Failure to Pay Fine for Original Charge Theft 11, and Criminal M ischief 11. The subject was lodged at UCJ. -BPD issued a cita tion to Jen n ifer C orinee Compton, 35, for Driving U ninsured. S ubject also received a written warning for defective lighting and no taillights. -BPD issued a c i tation to Salvador Lopez Paredes for Violating the Speed Limit by going 47 mph in a 30 mph zone and No Operator’s License. The vehicle was impounded. -BPD issued a cita tion to Ernesto Ferrer Gar cia, 23, for No O perator’s License. The vehicle was towed. -BPD issued a cita tion to Filogonio Martinez Nava, 22, for No Operator’s License. -Lexington Fire De partment, lone Fire Depart ment, Heppner Fire Depart ment, Heppner Ambulance and Boardman Fire Depart ment received reports o f a burn barrel that had gotten out o f control and started a field fire. -June 8, MCSO re ceived a call from Oregon State Police that a driver hit a deer on 1 -84. OSP did not have anyone in the area. -MCSO received re port that someone came into the Irrigon area the previous night, almost got stuck in the mud and stole gas cans from vehicles. One o f the thieves dropped his cell phone. -M C S O re c e iv e d report of a loud noise, pos sib ly a g u n sh o t com ing from behind the courthouse in Heppner. The noise was determined to be caused by C olum bia Basin Electric working in the area. -MCSO received re port o f a Heppner 911 hang up call. It was determined that the caller was w ork ing around the house and bumped into the cell phone in her pocket. -MCSO received re port o f an ongoing problem with a yellow lab out again. The owner has been out of town and left the dog in care of a friend. The friend paid for the dog's release. -MCSO received re port o f in-ground sprinklers stolen in Irrigon. -M C SO cited S u san Ann Bencich-Ayers for driving 75 mph in a 55 mph zone. -MCSO, Boardman Police Department received report of a five-year-old hit by a car in Boardman. The child was conscious, but having trouble breathing. A medic was on the scene. The child ran into the side of the moving vehicle with his scooter. He was transported to Good Shepherd Commu nity Hospital. -MCSO received re port from a woman that an unknown vehicle with a flat tire had been parked in her driveway. -M C S O re c e iv e d report o f a young boy on a power assisted scooter. Ac cording to the subject, the m other arrived home and said her son rode the scooter without their permission and added that it wouldn't hap pen again. -MCSO received re port from an Irrigon subject that the neighbor’s dog is always out and is chasing cats in her and her neigh bor’s yard. The owner was warned for dog at large. -MCSO received re port o f three-day yard sale signs up on right o f way signs in Irrigon. The subject was advised to take them down. -MCSO cited David Erron Gardner, 19, for Vio lation of the Speed Limit, 90 mph in a 65 mph zone. -M CSO stopped a Heppner woman who said that she was in a hurry be cause her daughter had just sw allow ed rubbing alco hol. -MCSO received re quest for extra patrol from subjects who were holding a graduation party at the senior center in Irrigon. -MCSO cited (Jerald Irvin Smith, 66, for failure to obey traffic control device. -M C SO re c e iv e d report from a subject on Blackhorse Canyon Road in H eppner for an older woman who fell and broke her ankle. -MCSO cited Mat thew John Van Cleave, 19, for possession o f less than one ounce o f marijuana. He was also warned for having no left tail light. -M C SO re c e iv e d report o f two boys in a red Ford Ranger who drove off w ithout paying for their gas in Heppner. A deputy was unable to locate the vehicle. -B PD c ite d Luke Adam Simpson, 28, for no operator’s license and riding with no helmet. -M C S O re c e iv e d report o f a heavy smell of smoke coming from the fair grounds area. The control bum log had no entries from that area. -M C SO , H eppner A m bulance and Heppner Fire Department responded to a single-car rollover near Wright’s Country Store on Highway 207. The vehicle had rolled twice and was partially on the road. It was a non-injury accident. -BPD cited Barbara Ann Bariletti, 52. for Violat ing the Speed Limit, 83 mph in a 65 mph zone. -H e p p n e r A m b u lance responded to Piper Canyon to a report o f an older woman who fell and broke her ankle. -Boardman Fire De partment received a report o f a railroad fire on both sides of the tracks west of Patterson Ferry Rd. The fire was put out and there were no injuries. -J u n e 10, M CSO received report that Vera Cipriano, 43, was arrested by Hermiston Police Depart ment o f an Irrigon Justice Court w arrant for Failure to Pay Fine/DUIl. She was lodged. -MCSO deputy re ported that he was out with a vehicle in Irrigon. Two subjects were hiding in the bushes and a female subject who ran off. The deputy gave the two males a ride to their residence. -MCSO deputy re ported that he w as w ith two males at Willow Creek D iner in H eppner. They reported that they were out walking, getting some fresh air and were on their way back to the tavern. -M C S O re c e iv e d report from a deputy that he heard shouting coming from an Irrigon residence. It turned out that it was a slumber party and the resi dents said they would close the door. -M C S O a rre s te d Christina Ann Abbott, 30, on a Umatilla County felony warrant for Failure to Ap- pear/Possession o f Metham- phetamine. She was lodged at Umatilla County Jail. -MCSO cited James Michael Teasdale, 25, for driving 91 mph in a 65 mph zone near Boardman. -M C S O a rre s te d Lawrence Allen Perrin, 30, on a w arrant for Posses sion o f Methamphetamine, Unauthorized Use o f a Mo tor Vehicle and Crim inal Trespass. He was lodged at Umatilla County Jail. -MCSO cited Alan Ray McKinney, 50, for Op erating a Motor Vehicle on a Bike Trail. -MCSO received re port that a restroom at a rest stop near Boardman was flooded. —M CSO received report from an Irrigon wom an that here ex-friend came into her home, assaulted her and then fled the scene. The woman said the ex-friend was en route to her home in Hermiston to get a gun and shoot her. Hermiston Police D epartm ent was notified and female was picked up. Extra patrol was requested that evening. -MCSO and Board- man P o lice D ep artm en t received report o f an in toxicated person who had assaulted another in Board- man. The dispute was verbal only and the intoxicated person left the scene. -M C S O re c e iv e d report from a Boardm an woman that a male calls everyday, harassing her. -M C SO , H eppner Public Works received re port that a water pipe broke at a Heppner residence. -MCSO received re port o f an audible burglar alarm at an Irrigon store on Hwy. 730. -BPD cited Eric Wil liam Altimus for driving 91 mph in a 65 mph zone. -BPD received re port of a back tire smoking on a vehicle on 1-84. -BPD arrested Kath erine Seebald. 55, on a Mor row County Circuit Court warrant for Failure to Ap- p ear/C rim in al T resp ass/ Interfering with a Report/ Harassment. -BPD received re port o f three juvenile males tearing up parking blocks to make ramps in Irrigon. -B P D r e c e i v e d report o f loud music at a Boardman residence. -BPD cited Catalina Leon Torres, 56, for Failure to C arry P ro o f o f Insur ance. -June 12 MCSO re ceived report that Hermiston Police arrested Santos Will Guardado, 43, on a Morrow County Circuit Court war rant for Unlawful Posses sion o f Methamphetamine, U nlaw ful P o ssessio n o f Cocaine, Criminal Trespass and D riving W hile S u s pended. He was lodged at Umatilla County Jail. -MCSO received re port from an Irrigon woman that her boyfriend was miss ing. He had not returned from fishing with a friend at the Irrigon Marina. Af ter fishing he had left with another friend. The woman said she last saw him on Monday around 9 p.m. and it was not like him to not come home. -M C S O , Irrig o n Ambulance, Boardman Fire Department, Boardman Am bulance received report o f a blue Explorer speeding and not staying in its lane on 1-84 east near. There w as not M.C. deputy on duty, so the call was give to the Board- man PD. Boardman PD ob served the vehicle rear-end another v ehicle, resulting in two people sustaining inju ries. Two were transported to a hospital. Morrow County Behavioral Health changes to Morrow Wheeler Behavioral Health Morrow County Be havioral Health from now on will be known now as Morrow W heeler B ehav ioral Health. According to Mor row W heeler B ehavioral H ealth E xecutive D irec tor Kimberly Lindsay, the Morrow County Court and Morrow County Behavioral Health jointly agreed in the fall o f 2005 that the provi sion o f outpatient mental health, addictions, preven tion and d ev elo p m en tal disability services would be better administered by a private-not-for-profit or ganization. The current staff o f MCBH formed a p riv ate-n o t-fo r profit or ganization called MWBH and responded to a request for proposals from Morrow County. The proposal was awarded to MWBH in the sum m er o f 2006. Since that time MWBH has been busy creating policies and procedures, salary studies, developing insurance and retirement plans, etc. The effective transition date is July I. "T h e re a so n s for m oving from the county to a private-not-for-profit o rg an izatio n are m any,” says Lindsay. “ MWBH will be able to apply for many more grants that they could not apply for as a govern ment agency; recruitment and retention o f employees will improve; MW13H can diversify its income streams; and services to the people we serve will be more flex ible.” ’’People should not notice too much o f a differ ence in our business on July I,” says Lindsay. “We will be in the same locations, we will employ the same staff, offer the same services, and there are no changes in the fee structure. The one thing that will change is the office hours. For several years we have been on a 36 hour work week but have needed to be open 8 a.m. to 5 p.m. Mon day through Friday. This has been a hassle in sched uling. Effective July 1, our new office hours will be Monday through Thursday 8 a.m. to 5 p.m. and Friday, 8 a.m. to 12 p.m... HHS alumni golf tournament cancelled The Heppner High School Alumni G olf Tourna ment has been cancelled this year due to several conflicting events, announced Dave Allstott o f the Alumni Commit tee. The tournament has been held the weekend follow ing July 4th each o f the past 11 years, and the committee plans to bring the tournament back next year, Allstott said. The tournament is open to everyone out o f high school. Anyone w ho would like to be placed on the mailing list may contact Allstott at 676-5216. The baby weighed 9 lbs. 6 oz., and measured 21” long. Jackson joins brother, Landon, three, and sister, Kaitlyn, two, at home. Grandparents are Marty and Dan Hunt ofThe Dalles, and Alan and Debbie Scott of Heppner. Great-grandparents are Philip Kellen o f Pacific Grove, CA„ Charlotte Allison ofT he Dalles, and Elaine Scott of Beaverton and the late B. Graham Scott. Kevin Scott is a 1994 graduate o f Heppner High School. Heppner Garden Club to meet The Heppner Garden Club will meet at the St. Patrick's Senior Center on Monday. July 2 at 7 p.m. Plans for the fair will be discussed. Hostesses for the meeting will be Eve Ironhawk and Frances Freel. The new officers elected were: President, JoAnne Burleson: Vice President.
