He was cited and released to appear. MCSO cited Justin D onald W ebber, 20, for F ailu re to Y ield w hen Entering Roadway. M CSO received a report from a caller in Irrigon that a house down the street from her is vacant and for sale, however, she advised that there was a lot of noise coming from the enclosed carport area and is not sure what is going on. The caller was u nable to see any vehicles at the residence. It was determ ined that the owners were at the residence and were tearing down some walls that were put on in violation of code. M CSO deputy reported at 10:19 p.m. that a potato truck is disabled along Hwy. 730. The driver’s advised the deputy that if they could not get the vehicle started they would remove it first thing in the morning. The vehicle was off the road and was not cau sin g a hazard. H ep p n er FD received a report of a fire alarm from a location on P io n e e r D rive. It was determined that construction workers accidentally set it off. B oardm an PD a rre sted Seth T hom as Wheeler, 29, on an Irrigon Justice Court warrant for Criminal Trespass II. B oardm an PD received a report that two children were in a vehicle and not wearing seatbelts. No children were in the vehicle when a deputy made contact. Progress continues at city parks The H ep p n er B eautification/P arks and Lands Commission met on Oct. 12 at H eppner City Hall. The co m m ission discussed: -progress on the old pool site: A1 Riney has given 51 poles to the city and the rails have been started and two of the three rock cribs have been completed. Rails are going to be installed on the south boundary to separate it from a proposed parking lot, which will not be paved. Maintenance for the proposed parking lot is for the ground to be sterilized and so far, debris around the site has been burned daily. More plantings are planned and will be on the outside of the rail fence. Also, inmates from the prison are ten ta tiv ely scheduled to come to Heppner on Oct. 30 to do some work. Part of th e ir w ork w ill include m oving the rocks from Hager Park to the rock cribs at the old pool site. At this time, a name has still not been chosen but once the site has been named, a sign with the name of the area will be installed on the side of the chain fink fence. -progress on Hager Park: The stee rin g com m ittee has com pleted th e ir w ork, w ith the ex ce p tio n o f one last meeting to finalize details. Funds are not available at this tim e for paving and including a parking lot in a grant ap p lic atio n is not feasible as paving parking lots is not normally included in grants. It was considered important to keep some type of fencing, cable, etc., to prevent people from driving thro u g h the park. Maintenance-free wood and chaining the tables down in the picnic table area was discussed. The approximate cost of a proposed picnic shelter, 20 foot by 10 foot with cover and installed on c o n crete , w ould be approximately $5,200. The most expensive item would be a 12-foot by 12-foot restroom, which would cost $30-40,000. D ave F o w ler o f H ep p n er H igh School agreed to c o n stru c t the proposed benches, using maintenance-free wood, at a cost of $400-500 each for five benches. The total cost for volleyball nets, poles, and b alls is ap p ro x im ately $1074. Costs vary on the amount and type of swings/ play g ro u n d eq u ip m en t desired. The t-ball field was discussed, but removed from the plan because Pepsi is no longer providing a snack shack and in order to have a T-ball park, a snack shack is necessary. Funds are not available for this. The District Meeting for the Garden Club is in Heppner on Oct. 14, 2006. The agenda will cover a meeting and luncheon, along with guest speakers. The Garden Club will be involved with the FFA greenhouse at the school. Third and fourth graders will be doing essays, posters and poetry this year. T he high school is also participating. Students will also be attending the greens workshop this year. In November, when the tax funds are disbursed, the city will join the Oregon R ecreatio n and Park Association (ORPA).
